Elusive Otter

Creature — Otter

Prowess (Whenever you cast a noncreature spell, this creature gets +1/+1 until end of turn.)

Creatures with power less than Elusive Otter's power can't block it.

(You may cast Elusive Otter from exile if you sent it on an adventure.)

Grove's Bounty

Sorcery — Adventure

Distribute X +1/+1 counters among any number of target creatures you control.

(Then send this card on an Adventure in exile. You may cast the creature portion from exile.)

(You may cast Grove's Bounty from anywhere if you would have permission to cast it in that zone, then exile it on an adventure instead of putting it into your graveyard. When you have not chosen to cast Grove's Bounty and put it on the stack, this card is treated only as Elusive Otter in whatever zone it is in.)

(When not exiled on an adventure, Adventure cards function identically to modal double faced cards when regarding to the interactions of cards that look at them or attempt to cast them.)

This look like a very interesting budget version of Kotis. I've been playing him for some time and I think I'd add the following to your list (I've tried to keep the maximum price at around 5 dollars per card):

  • Aqueous Form: a very simple enchantment that simply makes Kotis unblockable.
  • Arcane Flight: very cheap to cast and an excellent addition to making Kotis harder to block.
  • Combat Research: draw cards upon damage and grants Kotis some boost and protection.
  • Curiosity: why not draw some cards upon damaging opponents?
  • Elusive Otter: its sorcery-adventure side (Grove's Bounty) is a great way to make Kotis a little stronger, and you can still summon a prowess-Otter afterwards.
  • Eternal Thirst: creatures tend to die a lot in a game of commander, so banking on that with this enchantment for Kotis seems to make sense. The lifegain is fun too.
  • Felix Five-Boots: what's better than stealing stuff once per attack? Stealing stuff twice per attack of course!
  • Gonti, Night Minister: this card is ideal in a four-player (or more) pod. Gonti diverts attention away from you because he makes it much more lucrative for all your opponents to attack anyone but you. The fact that for every spell that you don't own but cast, you also receive a treasure token just synergizes extremely well with Kotis.
  • Hydra's Growth: doubling Kotis' power/toughness every once in a while seems very beneficial.
  • Strong Back: insanely powerful in that it acts as an Ancestral Mask that also cheapens all further aura casting and equipping.
  • Tarrian's Soulcleaver: something dies, Kotis gets stronger. Vigilance is also very strong on a being like Kotis.
  • The Thirteenth Doctorfoil: so for every spell that you cast from opponents' libraries, Kotis can gain more power/toughness. To top it off, the doctor allows you to untap Kotis after an attack; double trouble for your opponents!
  • Villainous Wealth: basically Kotis in sorcery form.
  • Well Rested: one of the most ridiculously strong auras I've ever seen, especially considering its cost to cast. For just two mana, every time Kotis untaps you gain life, draw a card and you make Kotis stronger!
  • Wrecking Ball arm: instead of bae power/toughness 2/1, why not make it 7/7? Also makes him a bit less blockable.

Hope this helps you in some way; good luck!

I think this could potentially happen faster for you, or more efficiently if you backed up your gameplan with Elusive Otter, or Ingenious Prodigy. Just a thought for the concept, not necessarily the best recommendations but hey.. this concept is specific and I like it!

To be more specific:

T1: Land, Birds of Paradise OR Gilded Goose

T2: Land, Play 3 creatures that are Bird/Otter/Rat/Frog like Elusive Otter, Silver Raven or more Birds of Paradise/Gilded Goose

T3: Land, pass the turn - then, in response to something or at opponent's EOT - flash in Valley Floodcaller... you now have 5 creatures to Convoke + Buyback Sprout Swarm, untap the creatures, repeat a million times.

T4: untap with invincible army that goes both big AND wide

I really appreciate the simplicity of this build, and it's efficacy. Plus one from me! Elusive Otter loves what you're doing here, but isn't invited to the table. If I'm not mistaken, I think that Blighted Agent and Thrummingbird are also capable? It's been awhile since I've harped over commons. Sometimes the best decks are the simplest, and this feels like RDW can GTFO. great build, sir.

Pretty sweet list, maybe remember that Adeliz, the Cinder Wind exists and could do a lot for your structure. Also, Ingenious Prodigy also exists now. Personally, I'm infatuated with your choice of Elusive Otter and it's a breakout favorite of mine from WOE. Being that your cast gets stronk pretty reliably, I'd say that Stubborn Denial is a worthy slot, because you'll hold up a free counter late game.
