This is my attempt at a standard mill deck using Fraying Sanity. I think the sheer amount of mill that can occur off of this card is grossly underestimated; but putting that aside, this is a mill deck that also can pull out a surprise damage-based victory if need be, in theory.

The main concept of the deck that is a mill deck that also puts pressure on the opponent's hand to severely limit their options. First and foremost, you can get early mill (and defend yourself) with Minister of Inquiries. Start the mill early if you must, but it's best if you can wait until you drop Fraying Sanity, hopefully on Turn 3. Once you have at least one of those down, Torment of Scarabs should help them drop more cards (or life, or creatures) each turn. Most likely, they will choose to lose 3 life if they know you're playing mill. If their life ends up dropping too far, you can attempt to finish them off with Torment of Hailfire, especially if you've managed to get your Primal Amulet to flip. In theory, they won't have much left after that, and you should be able to finish the game up with another torment or a relatively unhindered mill.

In order to help stall the enemy, Battle at the Bridge and Filigree Familiar are your friends. Of course, your main milling tool is going to be Compelling Argument, which double-cast from the amulet will ultimately cost your opponent 20 cards.

I threw in one Fleet Swallower for kicks, since if it manages to attack with Fraying Sanity it's an instant win.

I'd love to get some comments and ideas that might help this deck improve; or even let me know if this deck doesn't seem like it's viable! I think it could potentially be potent, but I don't have the money to buy and test the deck at the moment, so I thought I'd put it out there for someone else to give it a shot.
