Merfolk Mono-Blue Devotion. The problem with standard mono-blue devotion is that the creatures alone lack any stability on their own, this deck provides +1/+1's in every which way. Hall of Triumph allows Master of Waves to produce 3/2 elementals, and even if master dies, the elementals stay! Constant creature pressure in that this is an ever-building deck, very aggro.
