If you're not interested in Nightveil Sprite , then I would consider dropping Inkfathom Infiltrator for perhaps Sower of Temptation or Faerie Harbinger to grab exactly Oona's Blackguard , and then putting in Secluded Glen for more fast land. I have a deck that consistently gets fast mana with glen using a similar package. You could also add a Glen Elendra Liege for even more faeries.
If you're scared of reanimation decks, then Faerie Trickery is a card as well.

out 1 Glen Elendra Liege in 1 Scion of Oona out 1 Surveilling Sprite in 1 Faerie Impostor out 1 land and 1 Cloak and Dagger in 2 Chart a Course (you can try to remove 2 lands and keep the cloak maybe). out 2 Favorable Winds in 2 Inquisition of Kozilek (or 1 duress and another discard card)

As I said before, the biggest issue you will come across is how to get your ninjas back to be used with your unblockable creatures. Besides the suggestions I already gave you, a card like Paradoxical Outcome can help protect against boardwipes, draw cards, and bounce your ninjas in one tidy little package! :)
Deepfathom Skulker can be a good top-ender for your curve. Baral's Expertise is always fun and powerful as it allows flexibility on what you bounce (maybe a threat, maybe a ninja) and then you get something out for free. Disappearing Act is a redundant effect for Familiar's Ruse.
Your selection of evasive creatures is decent, but there's more more reliable ways of doing it in abilities like shadow (which you are already including) and horsemanship. Both of these are more reliable than flying for all intents and purposes. I do like the rogue synergy with Notorious Throng but it may still be a good idea to make some replacements with no-mbos such as Oona's Blackguard, Glen Elendra Liege, and Tetsuko Umezawa, Fugitive.
Think about including Prying Blade in your ramp package. It's better than it looks in a multiplayer format, and you have unblockable creatures to boot :)
I would look into Curse of the Swine, Evacuation and Devastation Tide as boardwipes, over the finale (albeit it being very powerful. The problem is, it will be harder for you to recover from a true boardwipe, and your opponents will be playing those most probably. If you want a harder form of removal, I'd look into Living Death. A card like Haunted Crossroads can also be very helpful at times.

You have a good build with good synergy here. I just threw down some thoughts on cards that are hopefully all budget enough to consider. Most of these are super cheap on mtgo which makes that a good program to play on for brewing budget options. You are looking at up to $0.25 a card (usually much less) instead of $2
I like Glen Elendra Liege but why not drop those for two more Scion of Oona? You have no blue and black creatures and all your creatures are faeries so it seems much better. If you want more than 4 of those effects, then I would go to Glen Elendra Liege.
Have you considered Despise or Duress for other turn 1 plays? Inquisition of Kozilek is not too expensive if within budget. You do rely on throwing out creatures and swinging wide so perhaps not playing these is best.
Secluded Glen seems much better than Dismal Backwater but quite pricey. River of Tears may work well for you. Faerie Conclave may be a good option but I wouldn't play more than 2 because you do not want too many tapped lands in this build. Mutavault is a powerhouse in faeries with how it interacts with Spellstutter Sprite and in this case Thieving Sprite. However, 4 Mutavault cost more than the whole deck currently and as much as one Bitterblossom.
Your biggest fear is board wipes post sideboarding. I would recommend Spell Pierce, Negate, or Countersquall. I would also play Nihil Spellbomb in the sideboard for graveyard hate. I love Shadow of Doubt to hit fetchlands or combo decks but Squelch can be a fun budget option. Disdainful Stroke is also a very good budget counterspell.
Another upgrade path for this deck would be to focus on the go wide flying theme and splash white (perhaps use fast lands in esper colors). Key card is Pride of the Clouds while not a faerie becomes huge when you have a few faeries out. Spell Queller is also a good card that you cannot pass up if playing blue/white flyers. Selfless Spirit protects from board wipes. Adding in these cards decreases usefullness of Scion of Oona and may make sense to move back to Glen Elendra Liege
