Added: Eldrazi Monument because it's a -Ripple Foil-, and I wanted to. (lol) If you can think of something else to remove that would be better, please lemme know. Thanks for your time. :-)
Also, can anyone tell me if it's possible to distinguish the Ripple Foil from a regular foil in the decklist? I'd be greatly appreciative.

It's really great to see a Rat Tribal deck that ISNT focused around 30 or more Relentless Rats. This is a cool deck, I love the idea of making it all foil cards, such a quirky idea! and it's not even that bad of a deck! well done :)

ReticleMouse: I know I post my decks on here for the constructive criticism, and to help make them stronger. It's really nice to actually hear a genuine compliment every once in a while, and I truly thank you for that. It really sucks sometimes to have people ask "Why do you use that card?! It's garbage!" or "What is the purpose of this deck? It seems like a mess!" Many people seem to forget that sometimes a deck is just a labor of love, or a pet project. Sometimes I use a card that I know is underpowered just because I like the card, or because it fits the theme of the deck. I know this deck will probably never be incredibly competitive, and I'm ok with that. It's super fun to play, and it's really nice to look at. So again, thank you for your compliment, it really means a lot. :-)

CrazyDanPsycho I totally get it man, I basically just use the site to keep a digital record of my decks. Not everything needs to be about only using the best cards or the best combos, sometimes it's just for the fun. keep it up :)

You've made an excellent tribal deck! I love the theme and the sheer quantity of foil cards. I have a few budget suggestions, but I don't know if they have foil options or not.
Demonic Tutor is very powerful, but also incredibly expensive. If you are looking for a budget alternative, you could try Beseech the Queen. It's more CMC expensive, but lets you search for anything once you have enough lands.
Rite of Consumption is another cheap "sac a creature to kill a creature" option like Bone Splinters.
20 of your 26 creatures are 3 CMC or below, so you could get great mileage out of an Unearth. You could also try Soul Stair Expedition for creature returns possibly? This deck seems like you would have several opportunities for Plunge into Darkness for baiting people with whether you are going to replace a rat with Ninjitsu or sac them after attacking.
Have fun with the rat collection.

What a WICKED Odyssey to go through to create a deck for Rats! (I'm being dramatic but the story and the creation, and each individual card as a real piece of it.. that's crazy cool.) THIS IS IMMACULATE! queue the GIF of Homelander telling you how magnificent this is. Seriously, might be my favorite Rat-themed deck on this site! I can't readily think of another that quite does this as much justice.

Deserted Temple - Untap the above / politics
Thespian's Stage/Vesuva - Copy cabal
Urborg, Tomb of Yawgmoth - Color fixing, not needed but nice to have if you include coffers.
Instants + Sorceries
Mind Twist - Random discard, super effective ramped into and as counterspell bait
Imp's Mischief - "Counter" counterspells and redirect targeted removal, draw and extra turns. Given your deck is extremely reliant on your commander, having some protection/bluff ability/utility is very valuable.
Bubbling Muck - Ramp
Feed the Swarm - Enchantment removal
Syphon Mind - Draw 3, each opponent discard 1
Vampiric Tutor - Tutor
