Some of those are also relative because sometimes being one bigger than the other is a much bigger deal than just one. I can tell you from Standard that I can remember way more Lightning Strikes being cast than Shocks ever were unless you were in specifically a Prowess-style deck; thrown at a player, 2 and 3 damage is the difference between a playset doing 8 and 12, and 2 toughness and 3 toughness are important breakpoints in creature design for many reasons, the Bolt test being one of them.
Shared Summons is certainly a powerful card, especially in combo decks, but Eladamri's Call letting you find the right creature and casting it the same turn makes it better in most cases than getting two creatures and then dying to some artifact or enchantment you didn't have the mana to remove with Reclamation Sage which means I prefer it in most cases.
Lightning Angel is actually a good example of 3 vs 4. Mantis Rider is good, and also, relevantly, a Human, but it dies to Bolt or a 1/1 plus a Shock, and anything it kills it trades with. In a mirror match, the Angel can block other Angels all day, dodges Bolt, and unless you're playing a cube (Flame Slash and Flametongue Kavu are popular includes) or a format that has playable expensive red removal like Witchstalker Frenzy, a red deck may struggle to kill it 1-for-1.
With the draw spells, this is a very common theory in Yu-Gi-Oh actually, but a card going +1 like Quick Study is very powerful. More cards is always better, as is mana-to-card ratio, but little burst draw or cantrips usually live and die on their efficiency, and Quick Study being the cheapest unconditional way outside power to go card positive makes it incredibly noteworthy. Like the tutor argument, you might prefer card filtering cantrips that leave you neutral because the right card is more important than more cards, but it depends on why you're putting the spell there in the first place.
It's a very interesting topic that is often ignored in Commander due to the nature of the format, but the idea that "1 isn't always 1" is what really makes card analysis for 60 and 40 card formats special to me.

Interesting Idea you have going here, but I think the deck isn't really focused around Kellan seeing a lack of equipment/auras that can be used to enhance your creatures. Looks like your deck is caught bettween aggro and value and not focusing enough on one or the other.
For aggro you may want to trim:
Baird, Argivian Recruiter - 4 copies too many as it is legendary and the tokens it makes are not really feeding into other strats. If you want to place focus on Boaird, would suggests different deck style.
Spellbook Vendor as the card is kind of a slow value card for a deck that looks like it is trying to be fast aggro
Rabbit Battery while decent, the pump bonus is small, you are lacking threats to really apply this to outside of Kellan
Skrelv, Defector Mite 2 copies at most since the card is bad for you to draw in multiples unless vs control
Cards to add / consider:
Cacophony Scamp - Trades up easily especially with pump and can be a way to push lethal through blockers with death trigger
Monastery Swiftspear - Works well with alot of your current spells and gives you a great 1 drop. You could consider Goblin Tomb Raider if you prefer a static bonus not requiring prowess, but you would need a more artifact focus (see next couple suggestions)
Sword of Once and Future - if you have a copy this can be a great 1 of for deck (or sideboard) as it gives relvant protections that can be added straight to hand (Birthright Boon) and can allow you to setup top of deck and small chance to cast back spells from grave. This would also make Lightning Helix a possible reconsidered spell.
Mirran Banesplitter - Decent pump bonus for 1 maan at flash making a decent combat trick that stays on board even if you lose creature and can be attached again later at a somewhat reasonable cost. Pairs great with Scamp as surprise pump.
Dire Flail Flip - This equipment would be to just have a cheap +2/0 bonus you can apply to creatures, the craft side not likely relvant. Would likely stick with Banesplitter unless you want cheaper equip cost.
Barbed Batterfist - Its like playing a 2 mana 3/1 that leaves an artifact behind once the tokens gone relevant for cards like Rebel Salvo. Also serves a creature you can search for with Kellen adventure.
Rebel Salvo - If you like the equip idea, then Salvo could be a cheaper alternative to Witchstalker Frenzy.
While I have tinkered with a deck like this in the past, problem is usually it just runs slower then red pump or the boros convoke deck. Hope these suggestions help.

well done and congratulations! I share your thoughts on Atarka's Command... I love the card but i feel like its a little forced in my decks but; I was surprised to see Roast go until i saw Witchstalker Frenzy that card looks amazing and i cant wait to get myself one.... im assuming this works as soon as you declare attackers ad you can kill Sheoldred, the Apocalypse before losing a creature?
