Ward—Discard a card. (Whenever this becomes the target of a spell or ability an opponent controls, counter it unless that player discards a card.)
Whenever another nontoken Vampire you control dies, you may pay and exile it. If you do, create a 1/1 black Bat creature token with flying. It gains "when this creature deals combat damage to a player, sacrifice it and return the exiled card to the battlefield tapped. (The ability on the bat token is a linked ability, linked to the ability on the second paragraph on the card named "Timothar, Baron of Bats". Sacrificing the token can only return the exiled card that was exiled by the second ability on Timothar that created that bat token in the first place.)

Hi basedgubbs! If you are new to Magic the Gathering then welcome! I love that your first deck idea is based around bats and vampires as the vampires are what drew me into Magic! I don't want to throw too much at you in this comment but want to help get you on the right track so you can craft this deck how you want.
Sticking with the white and black cards making up your deck so far, I would switch out your commander with a white and black color identity (Elesh only allows for white cards to be in the deck). Some of my recommendations in no particular order are: Commissar Severina Raine, Baron Bertram Graywater, Elenda, the Dusk Rose, MacCready, Lamplight Mayor, and Elas il-Kor, Sadistic Pilgrim. I think any of these could prove useful in building lots of bats and vamps!
I would also recommend taking out 20 lands (10 Swamp and 10 Plains) and splitting those 20 slots into Instants/ sorceries/ enchantments/artifacts.
Here are just some card recommendations for generating bats and vampires: Regal Bloodlord, Lunar Convocation, Call the Bloodline, Bloodline Keeper Flip, Timothar, Baron of Bats, and Aclazotz, Deepest Betrayal Flip. A couple cool cards that might be fun for winning are: Mephidross Vampire Malakir Bloodwitch.

Strefan Modified (needs help)

Hey, well done with your upgrades to the precon. There's some cards in the precon to consider adding back in.
- Command Tower: staple land.
- Stensia Masquerade: more first strike effects for Strefan and more effects to make him bigger when he does combat damage to a player.
- Bloodtracker: flying Vamp, draw and can be a repeatable way to create Blood by making yourself lose life. This Vamp is also really good with Necropolis Regent and Stensia Masquerade.
- Champion of Dusk: Vamp to cheat with Strefan for draw as well as create Blood since you lose life.
- Bloodsworn Steward: flying Vamp who can make Strefan bigger.
Cards that could be cut for these:
- Temple of the False God
- Vampiric Dragon
- Kamber, the Plunderer: Wizards printed this card wrong, it's been errata to only trigger when an opponent's creature dies which makes it much worse for a four drop.
- Crimson Honor Guard
- Timothar, Baron of Bats
Some upgrades within the budget to consider:
- Cryptolith Fragment Flip --> Commander's Sphere
- Sanctum of Stone Fangs --> Grim Bounty
- Leechridden Swamp --> 1x Swamp
- Florian, Voldaren Scion --> Dominating Vampire
- Cranial Plating --> Wedding Invitation
- Mask of Memory --> Endless Obedience
- Tibalt's Trickery --> Dash Hopes
- Chaos Warp --> Ultimate Price
Cryptolith Fragment Flip is a mana rock to create Blood since it makes each player lose life. Sanctum of Stone Fangs is repeatable way to create Blood before combat on your turn. Leechridden Swamp is a land that can repeatedly create Blood for one mana.
Florian, Voldaren Scion is a Vamp who can be a lot of card advantage along with plenty of card selection. Florian doesn't care how your opponents lose life during the turn making it excellent with Fragment, Shrine and Leechridden and he doesn't have to attack to trigger.
Cranial Plating is tech to make Strefan huge since Blood tokens are artifacts. Mask of Memory is repeatable draw especially when your Commander has flying and wants to keep attacking.
