Phenax is my favorite commander! Glad to see others still brewing. It looks like you're going for a budget build, so I will try to keep my suggestions money-friendly.

Duskmantle Guildmage OR Syr Konrad, the Grim + Mindcrank OR The Master of Lake-town = murder, as long as they lose a life or a part is put in their graveyard. Mindcrank is a bit expensive at the moment, but the others aren't bad.

Eater of the Dead + Phenax, God of Deception = mill everyone as long as you can keep hitting creatures.

Undead Alchemist + Intruder Alarm + Phenax, God of Deception = mill everyone as long as you hit creatures.

King Macar, the Gold-Cursed + Phenax, God of Deception + Intruder Alarm = exile your opponents creatures and ramp yourself whenever they enter the battlefield.

Other great value cards: Charix, the Raging Isle, Consuming Aberration, Disciple of Deceit, Drift of Phantasms, Fallowsage, Cruel Somnophage, Didn't Say Please, Into the Story, Deepmuck Desperado & Singularity Rupture. The possibilities are endless.

I always love a good mill deck - I have a Phenax, God of Depeption deck that has a surprisingly high win rate, and mill is a blast to play.

You have a ton of great interactions here. Zellix + Altar, Mesmeric Orb + Water Crystal, etc. I know it isn't a Horror, but I would consider Undead Alchemist as a second Zellix that can also exile problematic creatures that are milled. Singularity Rupture is a wrath that works towards your game plan. You don't necessarily always want to wrath (being creature focused), but having access to at least one will help against other creature strategies. Grindstone is a consideration as another way to break Water Crystal, but is a bit narrow. Adding a little card draw often goes a long way as well. Phyrexian Arena & Into the Story could be considered.

As for cuts, I am not a fan of Glimpse the Unthinkable in multiplayer games. I like it for self-mill, but it does not progress the board - and unless you are killing someone the turn you cast it, it is card disadvantage. Other cuts are tricky, but I would say one or two of your 7 drops for mana cost/curve reasons may be considerable cuts. Your mana curve is high, and could hurt depending on your playgroup.

Interesting brew. Unsure if you want to run Singularity Rupture if you are not comboing with the Riverchurn Monument to take away opponents deck. May want to run Deadly Cover-Up to have the exile option or Villainous Wrath to just hurt opponent for their wide bord. Wrath sadly doesn't hurt them for our creatures that die, but still a decent option for 5 mana sweepers since games can sometimes be over before you cna get to 6 mana. More a fan of Cover-up between these options, but wanted to present them incase you didn't want to add the monument.

Lightless Evangel I see why you have this option here, but personally not a big fan. Would maybe trim for something like Timeline Culler as the creature can be an aggressive self recurring card that also fits the theme of what you are doing.

Maybe trade a couple copies of Vampiric Rites in favor of Tarrian's Journal. While journal does stop you from blocking and sacrificing for value, it does have the benifit of not costing anything to sacrifice so you could loop with some cards easier, but also has option to turn into land so you can replay from creatures from grave (an empty hand can flip this for no cost). Yes the creatures return with finality counter (when they die they go to exile), but this at least gives them a chance to be useful again.

Those are 2 super interesting cards, I haven't seen those before, I liked having some way to protect some of my utility non horror creatures which is why I had Maskwood Nexus in there but Breach the Multiverse does essentially the same plus more so will switch those 2. Singularity Rupture after giving Undying to all my horrors is rather nasty.

I question how useful the Maskwood Nexus effects are when most of your creatures are already horrors. Is it worth dedicating several slots in your deck and an entire early turn to cards that will affect one or two cards in most games?

I'd say you're better off cutting those and any cards that are only good if you get one of the aforementioned Nexus effects for more interaction. Whether you're going for more mill or trying to win with an army of 3/1's you really need to be able to deal with the game-ending threats that will arise while you're setting up. Might I recommend the new Singularity Rupture?

And for any mill deck you should definitely be running Breach the Multiverse to snatch the creatures you'll be making people mill. It nets you the four best creatures for seven mana, which is never a bad deal. Plus it makes all your creatures Phyrexian's, which means that if you have your commander out they all share a creature type for your background.
