I forgot to count Sad Robot. You have nine ramp pieces.
It seems innocuous, but Sand Squid always puts in more work than it seems. I'd run it over Harbor Serpent for flavor. Hell, I'd run almost anything over Harbor Serpent. Spined Megalodon and Tolarian Kraken are fun new sea monsters. Most Serpents are commons and have the appropriate power associated with that. Nothing wrong with that from a design perspective but in EDH you are gonna be better off with more impactful cards.
I prefer Conjurer's Closet over Cold Storage for permanently keeping stolen creatures. Thassa, Deep-Dwelling is fantastic too and on-theme.
I've made two sea-creature tribals. Check them out for inspiration! Coral Capers -- (Budget Seamonsters) and Tidal Trouble. The Maybeboards are full of almost every playable fish and sea monster.

And yes hydrothermia, the purpose of Nylea's Presence is to make an opponent's land an island for Sealock Monster and Harbor Serpent

Thanks for the suggestions Vortexflame! I've moved Harbor Serpent to the sideboard and added Vapor Snag. Spreading Seas really is the superior card and Chasm Skulker is really great as well, but both had to be added to the sideboard because they are a bit pricey here where I live.

Also if you run Spreading Seas then you should definitely run Sea Monster. Also for some good board control you could maybe run Crush of Tentacles. May not be great but just some help. Some other good cards for this deck would bee, Lorthos, the Tidemaker, Deep-Sea Kraken, Tidal Kraken, and Harbor Serpent. These are all suggestions of coarse, you don't need to accept them, just thought I should tell you. Remember if you use all of these suggestions (not that you have to) it will definitely change your whole deck.

I like the overall idea, but maybe instead of cards like Skywinder Drake, maybe try something like a Hedron Crab for improved mill effect. Also, I would recommend changing up the strategy. If You have something like a Dictate of Kruphix, you can take out 2 or 3 islands, Harbor Serpent, Scrapdiver Serpent, and Arcbound Lancer to lower the converted mana costs. It would be effective throughout the entire game and probably force your opponents to discard. Counterspells and Cancels are always a good idea in casual blue control. (Counterspells are much less expensive in the older sets like revised edition).
