Not a bad start, but I do have several suggestions to help you get your avg. cmc down. The earlier you can get a goad chain going, the better off you'll be by far with this deck. I'll try to keep things budget friendly and break it down by category. If you're picking up what I'm putting down, I can help suggest some cuts too (but definitely several of your 5+ cmc cards but especially the really expensive 7+ to cast stuff).
Evasive Early Creatures: Bothersome Quasit, Beloved Chaplain, Soltari Foot Soldier, Dryad Sophisticate, Spirit en-Dal, and Mirri, Weatherlight Duelist are all excellent options here.
No Fresh Blockers: Authority of the Consuls and Urabrask the Hidden both prevent your opponents from having new ungoaded creatures to block with. These cards make it almost impossible to get out of being goaded every turn.
Randomness: Shalai, Voice of Plenty is evasive and helps protect you and the rest of your creatures, but most importantly protects Marisi from spot removal. General Marhault Elsdragon makes your opponents not want to block and helps your stuff survive combat if they do. Aragorn, Hornburg Hero is easy to trigger thanks to goad and he will turn your small guys into actual first striking threats. Conclave Evangelist is hilarious here and snowballs out of control fast (all his permanent copies each have myriad and make more copies). Dhalsim, Pliable Pacifist or his universe within version Tadeas, Juniper Ascendant is another draw engine on an evasive body.

Here's actually something I disagree with wallisface. I don't think Wood Elves is much worse than Cultivate nor is marginally better than Atalan Jackal.
If we're talking about raw ramp, then yes, Cultivate is better because it can also set up future ramp such as Explore and Growth Spiral, but Wood Elves can get nonbasic lands such as Indatha Triome. I'm not saying it's an auto-include if you have nonbasic forest, but it's something I'd consider.
About Atalan Jackal, just look at its EDHrec page. You'll see roughly 4 types of commanders that play it.
- Warhammer commanders - I imagine this is because it comes in the precons.
- Haste commanders - Ognis, the Dragon's Lash, Minsc & Boo, Timeless Heroes, Deathleaper, Terror Weapon and Samut, Vizier of Naktamun.
- Combat commanders - Anzrag, the Quake-Mole, Mr. Orfeo, the Boulder and General Marhault Elsdragon.
- Very creature focused decks - Animar, Soul of Elements, Nikya of the Old Ways and Ruric Thar, the Unbowed.
These aren't the only commanders that run this card, but the ones that play it the most. They don't run Atalan Jackal because it's good, but because it actually synergises with the overall strategy. It doesn't enable the strategy, it is part of the strategy.

Also, if it has double strike it'll deal twice. But it's not enough for my deck build (General Marhault Elsdragon) unless it triggers on each creature. Cheers!
