Welcome to the club, Kryn_Winterbourne! There's a dedicated rules question area here.
Let's say you have a Walking Corpse. You cast Return to Action targeting it, and Return resolves. An opponent casts Disperse targeting the Corpse, and you sacrifice it one way or another.
The order of events, assuming nothing else happens, is:

You cast Return to Action on Walking Corpse. It resolves, and Corpse gets the "When this creature dies" ability.

Opponent casts Disperse targeting Corpse. This locks in that target, and it can't be changed later.

You sacrifice Walking Corpse. This triggers the "When this creature dies" ability granted by Return to Action.

The "When this creature dies" ability resolves, and Corpse returns to the battlefield.

The target for Disperse is no longer valid, so it fizzles. Because the returned Corpse is treated as a new game object, it's not considered to be the same object that was targeted earlier.
Basically, when a card moves from one zone to another (battlefield -> graveyard and graveyard -> battlefield, in this case), it "forgets" all previous effects it had. It's not targeted by Disperse, and it doesn't get the +1/+0 and lifelink anymore. Also, effects happen in the opposite order that they're used. The newest effect is the first to resolve, and the oldest effect resolves last.

Void Snare, Disperse, and Brazen Borrower are great ways to take advantage of Dementia Sliver's effect.
Praetor's Grasp and Inevitable Betrayal are also good. And Thoughtseize
Finally, Damnation can net you a very strong effect on the field with all your reanimation effects, and Murder is not a very good removal spell. I would consider Snuff Out, Doom Blade, Heartless Act, Infernal Grasp, Walk the Plank, Victim of Night, etc.

Without info on a budget it is a bit hard to suggest upgrades. However; as said before you need to lower your mana curve and focus the deck on either landfall or beaters. I would also cut 6 of the lands to go down to 38 and add in much more ramp. Cutting:
6 lands
would give you 13 free spots. If you filled those spots with 1 and 2 CMC ramp and cheap removal your games would go much smoother. Personally I'd go with 8 ramp and 5 removal, and here is where what your budget is will matter for choices.

They did get played, but only in combinations with colors that could get rid of them, like a Disperse on your own Demonic Pact or more recently, sacrificing your Treacherous Blessing to your own Doom Foretold.

The synergy with Induced Amnesia is fantastic!
I like the idea of the deck - seems very unique and fun. A couple suggestions you could consider: it looks like you're dabbling in the wizard synergy but you could go a bit deeper for even more synergy with cards like Cyclone Summoner, Docent of Perfection Flip, Minn, Wily Illusionist,Patron Wizard, Trophy Mage,Tribute Mage, Trinket Mage, Jace's Archivist and Azami, Lady of Scrolls
I think the above additions would help you keep the theme of your deck while offering more synergies all around. If you take this approach, you could also look to include Stonybrook Banneret as a budget medallion.
fetch your token fodder generators with: Trophy Mage,Tribute Mage, Trinket Mage create more fodder with: Docent of Perfection Flip, Minn, Wily Illusionist
and bounce more with: Cyclone Summoner Stern Proctor & Equilibrium
The rest are just decent control/draw.
Additionally, in keeping with the bounce theme you may want to consider Into the Roil, Blink of an Eye, Disperse, and maybe even Capsize or Snap the former three will let you bounce your own targets for more ETBs/protection and in a pinch they can bounce those pesky enchantments blue has so much trouble dealing with.
For counterspells, the lower the mana cost, the better the counter. there are some great budget options if you find you've always got a handful of cards for free counters (Misdirection Disrupting Shoal) but one of the classics that isn't too pricey isArcane Denial but I'm quickly growing to loveAn Offer You Can't Refuse and Swan Song
For removal, the bounce theme is always great but for those pesky indestructible creatures I auto-include Resculpt in every blue deck I make.
Overall your deck looks like a ton of fun to play already, just adding in my thoughts.

Unfortunately Baral, Chief of Compliance 's ability only reduces the cost of colorless/generic mana, not colored mana. So Disperse would only be one U (Blue) mana instead of it's regular cost, but Absorb would still be it's regular cost due to only having colored mana in the casting cost.
That being said, he's still a very decent card to play, and I wouldn't cut him just because he doesn't work with Absorb!

Thanks for the tip and another deck to take a look at! I'll have to put some consideration into it!
Robe of Mirrors was going to be almost exlusively used for Lord of the Unreal to protect him if I'm unable to get a Phantasmal Image to extend hexproof to him. I'm not beholden to the card by any means though.
I'm not sure which of the two yet look more interesting to me as a replacement for Disperse. I like the flavor of Repeal more, but it could be a lot more mana intensive to take out a big threat. Echoing Truth seems potentially powerful...Would an effective combo be to go with it and add in some Polymorphist's Jest? Turn them all to frogs, then force them all back into the player's hand?

Return target noncreature, nonland permanent to its owner's hand. That player reveals their hand. You choose a noncreature, nonland card from it. That player discards that card.
Yeah, it's just Disperse (minus creatures) + Duress, but It gives Dimir an effect they wouldn't otherwise have, much like Twisted Reflection
I like this! Give another color pair or wedge/shard an effect that they don't really get.
