In budget decks I always want a Transmogrifying Wand, removal tends to help budget decks a lot more than higher power decks because it's usually harder for a budget deck to just 'go over the top' and win via brute force. GW is really, really good at removing stuff, it's a specialty of both colours at this point.
A few things I use in my Selesnya deck, which is also interested in tokens, might fit in here. Gigantomancer is a lot of mana to get out, but all buffs stack with 7/7 base p/t. Harmonious Archon is an unbelievably good card in a deck that can go reasonably wide, it makes everyone equal, meaning anything that gets even +0/+1 is suddenly terrifying, same with First Strike. Keeper of Fables is a big dumb version of Toski, Bearer of Secrets, but Toski is very much not budget. Soltari Visionary is a weird old card that can remove an enchantment each time it gets in for damage, and most people don't run any Shadows. Hour of Reckoning might work if most people don't run many tokens in your area. Shamanic Revelation is better in decks that don't have very big creatures but tend to have lots, Return of the Wildspeaker and it's ilk are better if you have a very tall creature. Abundance is great in budget decks where you might struggle to find enough card draw, it gets you more consistent value for each draw. Felidar Retreat might be a bit pricey, but getting a free +1/+1 counter on each creature matters more in a deck with tokens. Similarly, Idol of Oblivion isn't super cheap but it's a strong effect with token generation.
If you like Myriad Landscape, Blighted Woodland also exists, ramp on a land is really sweet, even if it's not the most efficient ramp (it enters untapped). Devout Witness is repeatable removal vs artifacts and enchantments.
There is an old cycle in Selesnya that's really useful in some cases, most of them are budget but the odd one is pricier (though not very). They all work on the principle that you give an opponent back cards from their graveyard to get access to a really strong effect. I've had good results with Spurnmage Advocate, Pulsemage Advocate and Nullmage Advocate, but take a look if you've got a few minutes. They're all from the Judgement set iirc, but some got reprints. One fun thing you can do with these is target something someone else was planning to reanimate/dredge with, there are a decent number of Magic cards that people play in EDH that they want/need in their graveyard.

Recover819: Shamans are obviously not primarily a mono-green tribe, but Sachi's explosive ramping is too fun to abandon for a wider color identity. (Plus, hipster revenue.)
- The Elder is eternally hovering in the Maybeboard. I think it'll whiff too much since Shamans only make up 30/99 in the deck, and with an MV of 4 it'll both come out a bit later and has some tension with Sachi.
- Aside from Gigantomancer, all Shamans are at MV 4 or less. So most of the time Cryptic Gateway will just be redundant with Sachi, while Belbe's Portal will mostly save 1 mana or cost 0-2 mana. (Well, both will also provide pseudo-flash, but whatever.)

I attack with Bruna, Light of Alabaster , I have Eldrazi Conscription and Octopus Umbra in the graveyard.
1- if both auras go on bruna does she become a 18/18 or a 8/8? How do counters vs. cards like Giant Growth , effect base and power?
2- if bruna is enchanted by Octopus Umbra and Illusory Wrappings what is her base power and toughness? If she is enchanted with Octopus Umbra and I use Gigantomancer on her does she become a 7/7 or 8/8?
3 - can I choose to enchant with the eldrazi and NOT with the umbra?
4 - both have attack triggers, do they activate or has bruna already attacked?

Mossfire Valley is a decent budget land and Highland Forest is tutorable. I also like Blighted Woodland , Warped Landscape and Guildless Commons this deck. Don't think you need Reliquary Tower here though.
The proliferate cards like Retreat to Kazandu, Bloom Hulk, Vorinclex, Stumpsquall Hydra, Pridemalkin and Managorger Hydra don't fit so well to Phylath in my opinion. Going wide instead of big will get you better results. All you want in this deck is card draw, interaction, a lot of land ramp and some mass-pump spells. When cutting these cards, I'd also take out Inspiring Call, Soul's Fire, Thud and Fling. Plummet doesn't strike me as good enough. Kazuul's Fury can maybe work because it doubles down as a land. Gruul Locket, Wayfarer's Bauble, Commander's Sphere and maybe even Gruul Signet and Thought Vessel can be cut for more land ramp. I would even disregard single target protection like Swiftfoot Boots. Your commander dying is sometimes even advantageous, because then you can cast it again to get another bunch of tokens, similar to how Prossh, Skyraider of Kher can play.
Here some nonland cards that I'd definitely add either way:
Beanstalk Giant , Predatory Rampage , Nature's Claim , Impact Tremors , Momentous Fall , Overrun , End-Raze Forerunners , Rampaging Baloths , Abrade , Valakut Exploration , Heraldic Banner , Farhaven Elf
I personally like Creeperhulk and Gigantomancer , because they increase creatures' base stats, so Pylath's +1/+1 counters up the target's power even more. Very easy to get a handful of 10/10 plants this way. Vitalizing Wind can also win you the game, but costs a lot of mana upfront. Wort, the Raidmother can come in handy too. If you can afford it, Greater Good does very well in this deck as card advantage engine.

- Sakura-Tribe Springcaller : This is a bad card.
- Loaming Shaman : Not enough card draw that allows you to get your desired cards in you hand.
- Essence Warden : This is a bad card.
- Vines of Vastwood : Very situational card.
- Squall Line : Not very good card. Situational.
- Krosan Grip : Expensive situational removal.
- Gilded Lotus : Unnecessary ramp.
- Tranquil Grove : Unless your meta plays a lot of enchantments, not really necessary. Otherwise, recommmend Back to Nature instead.
- Beastmaster Ascension : Your creatures are not big enough for this to work consistently.
- Spidersilk Armor: No tutors, not enough card draw to obtain it. Unreliable flyer prevention. Silklash Spider Will hold off flyers with tutors.
Staple cards are cards I recommend obtaining and using, since they are almost always good cards to have in any green deck. The rest is up to preference and should be taken with a grain of salt. I hope I could be of some use to you.
Unlife on Mutate/Infect deck ratios

I've been fiddling with my own mutate deck. Its not infect but it is helmed by Otrimi, and I've been extremely happy with the goldfishing so far. I'd say you could probably go down to 35-36 lands with 7-8 ramp spells. You are going to want a close to equal balance of infect and mutate creatures, balanced out with a 3-4 tutors in case you need something specific. I'm not sure about how much graveyard filling you have either. You can get creatures back but only if they're mutate and you have Otrimi hitting someone, plus no real easy way to get back infect creatures. I'd say you could lose Creeperhulk, Gigantomancer Mirror Image Nyx Weaver Satyr Wayfinder The Mimeoplasm Nature's Claim Grisly Salvage Grapple with the Past Winding Way Dark Deal Mulch This is just my opinion, hope it helps.
