Half newbie, help creating/finding a good bw control deck

Hi there. I'm just getting back into magic after a 4 year break because some friends started playing. I've always wanted a control deck but I've been doing research but I can't seem to find what I want. I was originally thinking about a mill deck but I'm not really sure how viable they are.I'd like to get something that is relativly competitive for about $60 give or take. That's about as much as I spent on my werewolf deck so I assume it's possible here as well. I'd like the deck to contain a planeswalker or two and most of all I really just want it to be fun to play. Anything goes when it comes to the cards, if it's a magic card it can go in the deck.

First question, are you just playing with your friends? Are you going to FNM? Where are you going to be playing? That's going to dictate how the rest of the answer to your question goes.

For under $60, that's going to cut into your lands and Force of Will, but there should be plenty of work arounds assuming you aren't going to FNM or regionals anytime soon.

DevoidMage just with friends, if I want to go to fnm I can use my werewolf deck.

Force of Will is free and can be used to stop turn 1 combos for no land

I thought the exact same thing a few years back. But it's np. If you're just playing with friends, they wouldn't appreciate getting hit with something like that anyway. Mana Leak, Daze,Force Spike are all cheap and help in the same way. Mental Misstep too.

OK, the issue is 50 doesn't get you anything in Legacy, cause of the value of staples.

Probably your best bet is some sort of UW Scepter Control or Tempo-Control shell with the value counters, maybe even some The Deck varient

There's a reason that I asked the question that I did. This deck doesn't need to be competitive. It can just be 4x counterspell, 4x divination, 4x supreme verdict 1x aetherling and it'll probably get the job done and then some.

Instead of divination, go for cantrips. Ponder, Brainstorm, Preordain. Uses less resources and thins the deck just as well. Trust me. Gitaxian Probe as well since it's free.

Another budget option for control to stop many (not all) first turn combos is Surgical Extraction, you don't even need to splash black to play it. Like, if you're going Mental Misstep and Surgical Extraction, you could totally try to make a budget Sphinx's Revelation deck, and gain the life you pay back plus more control stuff into your hand. You'll want to put Supreme Verdict in as well, and as far as planeswalkers go; (if you're doing control) you could consider Narset Transcendent if you can't get your hands on Jace, the Mind Sculptor (which I would most recommend), and Jace, Vryn's Prodigy  Flip is also coming down in price a lot now, so he might be an option for you too. You will also need a way to deal with planeswalkers; you could consider Cyclonic Rift and some Counterspells to do this bit.
