A casual deck that is a Scapeshift ramp shell with a bunch of whales stuffed into it. You ramp to at least 5 lands with Search for Tomorrow, Farseek, and Sakura-Tribe Elder, then use High Tide to play big threats such as Stormtide Leviathan or Inkwell Leviathan, or possibly several Great Whales into one of those. Long-Finned Skywhale is pretty much a backup plan in case you never draw ramp, Scourge of Fleets is a pre-boarded whale against aggro, Colossal Whale is creature removal.

Its biggest problem is that it's really slow (unless it gets the nut draw, although even then it's still pretty slow) and pretty much doesn't have any way to interact with the opponent's board other than Scourge of Fleets and i guess Spreading Seas. There is also literally zero protection mainboard for the whales against removal, but that can easily be fixed by putting in counters.

You could embrace the slowness by making a U/W Control Whales build that uses Isochron Scepter to copy your High Tides and Silences and fun things like that, though it would cost more.

To make the deck more budget, simply replace the expensive lands with the appropriate amounts of Islands and Forests, and voila! You can now roll over your opponents with several thousands of tons of blubbery amazingness without whaling on your wallet.

Any suggested fixes to the deck are very welcome, as I started playing about 3 months ago and probably have no idea what I'm doing.
