Get a Training Grounds and an Izzet Guildmage out and cast a Manamorphose. Then copy it with the guildmage for , so it makes the Manamorphose pay for the activation cost and add an extra , and then you keep copying it until you draw into the fatal Fireball.
Draw: Serum Visions, Opt and Sleight of Hand are to dig for the combo pieces.

Utility: Snapcaster Mage is extreme value, because getting rid of a creature or reusing a draw spell are very important.

Removal: Lightning Bolt and sometimes Electrolyze are the removal in the deck, and getting rid of a troublesome creature or drawing makes these pretty powerful.

Counters: Remand and Dispel are the counterspell package. Remand at the right time is basically a Time Walk.

Combo Pieces: Izzet Guildmage, Manamorphose, Training Grounds and Fireball are what the deck is based around, so no need to really explain.
