A budget Merfolk deck. The green splash is so the deck can play a second playset of 2 mana lords (Merfolk Mistbinder), since Lord of Atlantis is fairly expensive.

• 2-4 Master of Waves

The most competitive version of Merfolk is Mono U, so if you want to upgrade all the way I recommend taking a look at those lists.
