I want to make a mill deck that uses Invisible Stalker to reliably utilize cipher interactions particularly Hidden Strings + Paranoid Delusions . But U/B is not my natural habitat(nor is modern) so any suggestions for cards that:

-take better advantage of the cipher triggers -good counter spells/removal -good mill options/spells -good modern hate cards for the board

and really just direction, this is a basic frame that i hope to build into at least a fun and semi competitive deck.
