This is a more tempo version of "that" mono-blue pauper deck.

First thing to go was Spire Golem. It's a waste of time. Cutting that out means you can cut lands too, and run more one drops like Vapor Snag instead - also better for Delver of Secrets. No Gush either.

Wingcrafter was the best addition. Attack with a flying bear on turn two. Almost as good as a flipped Delver.
