Use tons of symmetrical card draw effects like Kami of the Crescent Moon or Dictate of Kruphix to get a lot of cards in enemy hands and then throw down Black Vise to watch them struggle as there hands are overflowing with cards

Protection This deck has a lot of protection since your opponent will likely have all their good cards thanks to symmetrical card draw. Use Arcane Denial to counter their powerhouses while also getting you cards and forcing them to take more cards. || Propaganda is a good card to dissuade them from attacking. || Fog Bank Cheap way to keep your life total healthy

Other Folio of Fancies allows you to keep forcefeeding your opponents cards. Also allows you to sink extra mana from sol rings and lands for more card draw. || Laboratory Maniac for when a game drags on to long. || Trinket Mage For that first or even more Black Vises'

There are a ton more cards that would power up the deck more like Phyrexian Metamorph but this is a budget deck.
