World Enchantment
At the beginning of each player's upkeep, Storm World deals X damage to that player, where X is 4 minus the number of cards in his or her hand.

Trinket Mage is a slow but sure way to get out more The Racks. Ancient Stirrings either gets land or The Racks. In addition to the Nezumi, Storm World or Wheel of Torture as your noble work in multiplayer.

Since you’re using a discard strategy have you considered cards that punish opponents for having a low hand count rather than Megrim effects? Cards such as this list:
- Hellfire Mongrel
- Lavaborn Muse
- Nezumi Shortfang Flip flipped
- Rackling
- Skullcage
- The Rack
- Wheel of Torture
- Quest for the Nihil Stone
- Shrieking Affliction
- Storm World
- Davriel, Rogue Shadowmage
With these types of cards your opponents will be taking damage even if they haven’t discarded. The problem with megrim type cards is if opponents have nothing to discard the megrim type cards are just dead cards at that point. The cards I suggested on the other hand will be doing damage every turn. I’m not saying use all of them just saying some of them could replace megrim type cards. Myself though, I’ld make room for all of them because I go all in when it comes to certain themes.

cdkime, I see what you are saying about the plane state and the mana cost of opponents wes. Thats is something I will look into. I can say that after reading what you were saying I thought of if you cant pay for it or you wish not to, you treat that one specific color of mana as phyrexian. In turn allowing others to use less colors perhaps. It is something I need to test to actually understand what needs to be fixed. So you understand I just didnt want someone getting rid of the first enchantment next turn like with a Storm World when I was thinking of this.
To answer your side bar questions, No, I have not looked at Planechase. I havent really explored other Formats and this idea of a game of pure Fireball slinging with a bit of a twist came to mind.

It looks like you might need to lower your curve a little. You have so many expensive cards, and very little ramp with which to cast them. I would cut a few of the 5+ drops and put in a little more ramp, such as Rakdos Signet, Talisman of Indulgence and Worn Powerstone.
There are also lots of cheaper damaging pieces. Sulfuric Vortex prevents life gain while damaging everyone every turn. Once Bloodchief Ascension is active it deals tons of damage to your opponents while gaining you life. Charging Cinderhorn punishes people for failing to attack while being a fairly aggressive creature. Ankh of Mishra is an artifact version of Zo-Zu the Punisher. Storm World can punish people for emptying their hands too quickly.

berryjon: I know You wrote that you wanted to discuss enchant creatures specifically, but the wasn't the enchant creature a version of a local enchantment (it's too long ago, it's too fuzzy). If so, then I am slightly disappointed (just joking :), I don't think I could be disappointed, you write so well ) you didn't mention the quirky Global and Local enchantments - at least I believe they were named such back in the day, but I am looking at you for confirmation. Now that I am on the subject, these are certainly not creature enchantments but they are exemplary of the long way the 'wording' of cards has come: the lovely world enchantments, such as Storm World and Pillar Tombs of Aku
