Ok so I am SUPER proud to now be a owner of a Teferi, Hero of Dominaria! I was super lucky to open him from a random pack! So I now need help building a deck for him. I have a Gwafa Hazid, Profiteer as my commander and I have the idea of a card draw/pillow fort/control deck. I already have Propaganda, Ghostly Prison, Dissolve, Index, and other cards like that but I just feel eh about the half deck that I already put together because I really don't have the best collection of cards. So if you have a deck list or some cards that will help out that would be amazing! FYI I would like to keep this budget but I am willing to buy a few expensive cards just as long as it is worth it. And plus how do I make this deck tell others to not target me instantly? I know my commander will be annoying late game but in my group everyone always targets me when I have a new deck. So some help on how to make this deck work with out being a instant target or just some tips on how to play really good decks with out being a the instant target and archenemy would be great.

One way to keep people off you (in most metas) is to play cards that benefit everyone but benefit you more - for example card draw for everyone. Usually bad to give your opponents cards, but if something like Howling Mine buys you enough goodwill to get Teferi out, and you can hold on long enough to ultimate, suddenly your extra card draw is a massive advantage. (Kumena's Awakening is even better)
Other than that... you gotta play politics. You can’t play U/W and not play politics. Your whole deck is full of disruption - counter spells, unsummons, exile... you have to teach the table that the only way they’ll get to play their decks is if they leave yours alone.

Oh yeah just a quick FYI because I have not responded to anything doesn't mean I am not listening! I just wanted to see what everybody has to say first before I make a decision about what to do. Everyone seems to somewhat be saying the same thing in win-cons. Thank you everyone for your suggestions! And plus DrukenReaps I am a idiot. I use EDHREC ALL the time! And I never looked up Gwafa in there. And plus I will start taking action around Monday or maybe tomorrow. Next week will be NOT be fun AT ALL long story short. So I am hoping I can get an "outline" of the deck started on Monday night.

Oh and this isn’t a deck that wants to smash, but there are a few good defensive blue creatures that synergize with card draw, like Chasm Skulker and Psychosis Crawler. And Reef Worm, because.

If you were to spend any actually money on cards, I would spend it on actual wincons. But not many wincons in blue/white are expensive luckily. Many pillowfort decks do a whole lot of nothing until they lose. You can do shenanigans with Isochron Scepter Dramatic Reversal and enough rocks to not atleast one mana, making infinite mana, casting Blue Sun's Zenith and making someone draw their entire deck. Or draw your entire deck with Laboratory Maniac. Or with the same DramaticScepter Combo, you just have Aetherflux Reservoir on the field, and you continuously activate IsoScepter infinitely having infinite cast triggers with Aetherflux, and blasting everyone for 50. Unfortunately there's not to many straight creature wincons in Blue/White. Well there is, but for the most part, they're extremely convoluted, and hard to assemble.
