How the deck works: With the idea of Guilds of Ravnica's Izzet Guild leader, Niv Mizzet, trigger ability from card drawing and usage of instant and sorceries, this is a bit of a "control" self mill deck that permits you to use the absolute most of Niv's trigger ability.

Creatures:

Niv-Mizzet, Parun is the staple creature you must have on the board for the decks full effect. Having him out on the field while playing the instants and sorceries, plus some of their draw rulings, you draw an additional card from his triggered effect. Therefore maximizing the damage you give to opponents when they think you're milling yourself.

Sage of Epityr is your Tempo card, playing one out on turn one can really assist in creating a tempo for the next four turns of what you need out of the cards you can see from the top of your library.

Wall of Frost Serves as the early on defense to land creatures, could be replaced with Fog Bank , though the idea here is to keep your enemies creatures down and out of the fight while you're attempting to set up your board state. Once Niv is out on the board, things can begin to favor you.

Guttersnipe Additional damage when using instants/sorceries to all opponents.

Instants:

Syncopate + Condescend Both are basically the same card, having the choice to make it where you can scry, or exile a persons spell on the stack by making it nearly impossible for them to pay the costs if they overuse their mana or you have more mana than them to make an extremely easy counter with little cost, and big benefits.

Opt serves as an alternative of the Sage, a weaker version, but still, drawing additional cards faster than an opponent can prove to give you an advantage. Constantly digging through your deck helps.

Sorceries:

Merchant Scroll A simple Tutor spell for literally any instant you feel you will need in the current board state.

Divination + Chart a Course both serve as the same draw two, a little different in costs and rulings though. Chart serves more as a later game drawing where Divination can come as early as turn three.

Enchantments:

Military Intelligence being an interesting card, allowing you to draw cards simply from attacking. No matter if you give combat damage to a player or not.

Artifacts:

Elixir of Immortality A bit of a meme card, the feeling with this card in your library or hand when someone does not believe you are playing smart by getting rid of cards willy nilly from drawing and playing cards for the Niv trigger, if the triggers do not kill them, the elixir might make them scoop if you have been holding a strong defense the entire game. The Elixir is a reset button for your deck, that is meaning to anything in your graveyard.

Planes walkers:

Chandra, Bold Pyromancer Acts as a bit of mana dorking, adding mana to cards that require more mana you are willing to spend from her loyalty ability rather than your mana pool on your turn, along with a major blast of damage to an enemy from an ultimate.

Jace, Unraveler of Secrets Serves more as more digging through your deck, and finally ending with getting his emblem out to solidify more control over the board.
