Basic Izzet budget control for post-rotation, with a few win cons-you can use Epic Experiment to pump up Nivmagus Elemental (and with Hypersonic Dragon on the battlefield, you could do it during your enemy's turn), you can Epic Experiment while Guttersnipe is on the battlefield to just burn your opponent down, or you can put a crapload of tokens out with Young Pyromancer and then Dragonshift them for the win.
