Fun little casual deck.

After attempting to make a U/B discard deck for standard, and coming to no other conclusion than an epic fail, I just decided I turn this deck into something casual. . After all, while I have been playing a lot of aggressive strategies in Standard lately, such as A Rain forest for Hydras and Rubble of the Plains of Naya.. my heart belongs to Dimir, and my loyalty will stay there regardless.

The idea of this deck is to pull out Waste Not as fast as possible. Soon after, lay down Notion Thief and Cipher Whispering Madness onto him and watch your opponent cry. . . miserably in agonizing pain.
