No, the only creatures that do this are Quirion Sentinel , Priest of Urabrask , Priest of Gix , Coal Stoker , Burning-Tree Emissary , and Akki Rockspeaker .

Also, please use brackets around the card you are asking about. Example, [ [Priest of Gix] ], without the spaces in between the brackets it looks like this. Priest of Gix .

This isn't a rules question so it doesn't belong in the MTG Q&A. It should instead be put under the appropriate forum for the format you're asking about. I'm going to guess you're talking about Commander/EDH.

There aren't any blue creatures that do the fast mana thing like Priest of Gix or Seething Song do. Blue is the slowest of the five colors so they don't mind if it takes a while to get its mana. The closest card I found that you could "abuse" with Deadeye Navigator is Rasputin Dreamweaver , but that also puts you into White and doesn't really answer your question. If you want that fast mana you're going to have to be running either Red or Black as well, but there are other infinite mana combos with Deadeye Navigator like blinking Derevi, Empyrial Tactician and untapping a Gilded Lotus constantly.

I forgot about Palinchron which isn't the same effect as fast mana, but it's close.

There are a lot of blue cards like Palinchron that use the "free mechanic" but blue does not generally make mana per se. You have to take advantage of lands that produce multiple mana.

Closest thing I've seen to mono blue ramp was the illusions deck that ran Grand Architect but he only adds colorless and it is very limited in what it can do with that mana... you could try to cheat in Palinchron or maybe even Great Whale but it'd only be beneficial if you had the extra mana to be untapped and/or could keep bouncing them in and out of play to keep untapping those lands... hell there's even Treachery but it'd be quite difficult to get something going with that.

There's also Cloud of Faeries , and Peregrine Drake for the untagging of land.

I actually prefer the untagging of land over mana, as you can choose the type of mana you get, and can use things like Mana Flare , and/or High Tide

I use all the Blue, Green and Red effects like these I can find and combine them with bounce effects for my Animar, Soul of Elements EDH deck

Grand Architect and Pili-Pala is a common infinite mana combo for blue decks, and is frequently paired with Blue Sun's Zenith to draw someone out.
