@Kiyomeii: Oona is a decent commander. She offers great colors and an outlet for infinite mana. However, on her own, she brings very little utility to the table. Without an infinite mana combo, she's just an overcosted body that can occasionally disrupt top-of-the-deck tutors or produce tokens to evade sac effects. She's often compared to Tasigur, the Golden Fang, because both offer an outlet to infinite mana. However, Tasigur has a superior color identity, a lower cost (he's rarely cast for more than 2 mana thanks to Delve), and an overall much more useful activated ability, since he can create small increments of card advantage on his own. He's also not limited by needing to be in play a turn to activate, since unlike Oona, he doesn't need to tap. Despite all of that, Tasigur is still on the lower end of Tier 1. He's strong, but nowhere near the strongest. If Tasigur is superior to Oona in almost every single way, and Tasigur is low Tier 1, how could Oona be Tier 1?
As for Rhys: Aggro strategies aren't ideal in competitive EDH. Beating through 120 life total is much more arduous than pinging away 20. You can play more midrange strategies, but unless you have some sort of convoluted multi-piece combo in play like Rhys + Earthcraft + Staff of Domination + a metric ton of creature tokens, you're going to be hard-pressed to get anything accomplished. He doesn't really bring anything at all to stax except possibly sac fodder for Smokestack and World Queller, neither of which are ideal. Sisay, Selvala, and to a lesser extent Teeg just all do the job so much better than Rhys.
Mizzix is currently probably the best UR commander, contended by Nin and Niv-Mizzet. She's superbly good at storming out, offering more advantage as a spellslinger commander than almost any other. She can go infinite with Reiterate + any number of rituals and untap effects, generate absurd value off draw spells, assemble Future Sight combo, or simply hard-cast Enter the Infinite for just a few mana. UR storm is capable of winning without its commander thanks to the nature of Storm itself. Getting a suitable chain of spells after High Tide into Mind's Desire for 15+ is often more than enough to seal the deal.
Sure, Mizzix dies to removal. So does nearly every single commander in the format. You argue that Rhys and Oona should both be moved up, but are either better at staying on the field? Oona dodges Doom Blade, but how often is that relevant, especially when she costs more mana? Selectively applying that argument makes very little sense. By said logic, every commander except Narset, Uril, Thrun, and other commanders with shroud/hexproof/indestructible should be Tier 3 or lower. It falls apart under any real scrutiny. Perhaps if the deck was totally reliant on its commander, that would be true. However, as stated, properly tuned UR storm has no issue winning without its commander.

Have you guys looked at the Grixis Storm list? Have you figured out how to play it?
Is that not the most convoluted deck you have ever seen? My first reaction to our resource list here is, "Look at this garbage list of cards" that wins lol.
I know I can get the play style down, this will just take some time.

@NarejED sorry tasigur to me is not an infinite mana outlet unless it's colored wich is waaaay harder... no x cost ... so it seems a bit harder and to let him go infinite hahah, seems like not half as strong as oona, without an infinite combo she is still a monster and can provide with bodies ... also there is blue in the deck making it way easier to assure her stay on the field ... you are a fool to think oona needs to tap, a blatant fool ... i don't care for your comparison with tasi as he does somthing completely different, i'm deffo sure i'll easily rape any tasi ... also the of your opponents choice makes it the top of the icing i deem him lesser than oona ... without a doubt... tasi can stay were he is , rlly don't give a damn about that silly wet noodle commander
aggro strategies not ideal what kind of gibberish opinion of yours is this, they way you can build rhys, can take care of stax enchantments and artifacts and hit down high life totals in no time ... there are times rhys can hit for doubling amounts every single turn , not to mention seedborn muse ... and the card you bring up are just funny, there are way better answers to it ...
funny thing with mizzix is he can go of like a timebomb and give quiete the show, but i've fucked up quiete a lot of mizzixes and i own one he deserve a tier drop ...
as for mizzix, enter the infinite for just a few mana, i'de like to suggest you get some glasses you nitwit fuck and read the cmc ... if mizzix is not in play, most of his strategy is a joke... if he himself gets too expensive you're dead by the time you can respond with things like enter the stupidity ... mizzix is way to dependant of his in play preccense, and i can tell you oona and rhys are not ...
rhys cost one puny mana, countering him the first time is quiete the joke, and happens once in a 100 games ? if they play the likes of force and are willing to use it for that ? also he doesn't need to be in play to be cray spam and destroy it's white green ...Oona stays by sheer smart use of blue ... although i smell beginner from you ...
Anyhow this is far FROM AN "OFFICIAL LIST" anyway, so actually i don't really care for personal opnions ;) it might be quiete accurate but also far from ...Oona is a tier 1 , rhys a tier 2 and for mizzix a tier 3 ...

@Kiyomeii: Apologies. For some reason I remember Oona needing to tap to activate her ability. I haven't tinkered with my list for her in a while.
You seem a bit angry and confused. I would recommend getting in some play time in competitive commander. Cockatrice is a pretty great app for it. MtGO is alright as well, though it requires some monetary investment. Both have a decent population of cEDH players. That should help you develop a feel for the format. Additionally, I highly recommend you take a look at the decklists linked in the description. There are optimized lists available for almost every Tier 1 and 2 commander, including Mizzix and Oona. They should help you better understand both decks' strengths, weaknesses, and general playstyle.

@NarejED i play a lot of competitive , 1v1's, multi etc etc etc ... so don't worry about it i play more than many do ... thing is i don't need your personal opinion at first ;) and secondly , don't act like a higher or better player than me by pointing out gibberish and telling me to get a feel of my own freaking decks you baboon ... been playing since seventh and i've met many like you...

One clarification. Infinite mana with Tasigur means that that player puts every single non-land card into their hand regardless of what your opponents choose to put in your hand. (Infinite activations means infinite self mill and infinite Regrowths so choice is irrelevant.)
As far as infinite colored mana goes Palinchron combo is incredibly easy to set up with the reanimation tools that BUG has available. A simple Buried Alive/Entomb combined with any reanimation effect gets him into play and then any mana doubler/Phantasmal Image/etc nets you infinite mana of color.
Tasigur from command zone, mill self infinitely and put everything into hand aside lands, play lab man, play a cantrip, win.

Kiyomeii It isn't a matter of whether your opponents are playing Force of Will. This list assumes that they are. The list is assuming that each and every Commander is playing with a fully optimized list, regardless of Budget or any other restrictions.
Personally I wouldn't Force on Rhys but Rhys also can't kill me before I combo out T3. Rhys is a good Commander, but he isn't great.
Although, if you would like to share some decklists, I would love to look at them. I enjoy playing underestimated Commanders to pull out a win at my LGS Tournaments.

What I've said isn't an opinion though. It's hard facts. I'm confused why you think what I said was an opinion. On the other hand it's your opinion that oona's ability is better than tasigur's so I suppose you should amend your statement to "I don't care about your opinions, only my own".
Infinite mana with Tasigur yields infinite regrowth effects and puts my deck in my hands. It essentially means "draw my deck". Again, not an opinion, it's literally what happens.

Hotcake_Gotsyrup, I meant to respond to your question last night, but the site went down for maintenance.
Phenax run a self-mill combo deck, that uses the high levels of mill power that Phenax is capable of to mill yourself, in order to dump combo pieces into your graveyard. The ability to see a large portion of your deck every game lets you run multi-piece combos that other decks typically wouldn't be capable of. He very consistent and powerful, and I've been think about making an optimized decklist to see if he could be a T2 contender, but I haven't gotten around to it.
Also, since T3 is the top casual tier, you don't need to evaluate the commanders in it based purely off of cEDH standards.

@Kiyomeii There is a rule set forth in the description of this list "Please do not comment for your own commanders (commanders you run)". It's meant to force people to look at a commander objectively since a player is much less likely to be biased toward or against a commander if they haven't played it before. They are forced to just look at what the card can do not what they have done with the card. I'm not saying you're biased or anyone else in this discussion is. I'm just stating the rules for discussions on this list. So since it seems pretty clear that you do pilot an Oona deck so if we are to adhere to the rules, I'm sorry, but I'm going to have to ask you to remove yourself from the discussion. If your opinions are matched by the majority of the other players who visit this page I'm sure the list will come to match your expectations. If it does not I'm sorry. You are of course still entitled to your opinion but apparently was not the majority opinion. If you wish to have a discussion about Oona still feel free to message me on my page, just not here. As for Rhys and Mizzix I don't know if you run those commanders. If not feel free to discuss civilly with everyone here. Personal attacks won't win you arguments so civilly is the key word here. Ok, sorry for being late on this, I don't want to turn the knife in the wound (I'm not even sure I can translate this expression from French but I did so...), but please, Kiyomeii, if you don't care about personal opinion of people here, why do you keep commenting? Just go away and play the decks you want, as you want to play them.
I would also like to state again that this list has been a lot of work to build, and it involves many, many members of the great T/O community, so I would like everyone to please abide to the website rules to move on if they are not happy about what they see. I would not like this entire project to be destroyed by some that do not agree with us who are maintaining it alive.
One last advise, if some of you are not happy with the ranking here, you are all free to create your own ranking list. If you click on copy deck, all the hard work will be copied and the commanders will still be ranked by tiers, you will simply have to move the ones you want. But if you do this, please do not come here to advertise your own lists.
Thanks everyone for your understanding! And sorry for not being more active, having a lot of problems in my personnal life right now, but I will try to be more connected, and will definitely add the new commanders as soon as they are added to the database!

Three things... First wow...
Second thing, how long do top tier games typically last? Do they have the same length as your typical commander game? Or do they go a lot quicke?
People talk about turn 3 wins, but are those theoretical, or is that typically achieved in a game? When you have 3 other players trying to stop you I don't feel a win that fast is frequent. I could be wrong though
In terms of phenax, I can see a self mill version being a power house. He has some combo potential. I've seen him do dirty things with Eater of the Dead

As a side note, I get how Edric works now. I built a budget deck with cards like Gudul Lurker for my casual group, and he's just amazing.

Aggro-Blaster turn 3 wins are mostly theoritical, goldfishes (in my experience) that are possible with some of the top decks, but in my play experiences, in a 4 players pod all with optimized lists from here (proxies for the win!!!) the game was (almost) always over or completely locked by turn 5.
