Starfish FTW! Just a random thought — maybe adding some stinging lands like Desert so you have another outlet to kill you Spiny Starfish .

I dunno, that Loyal Drake doesn't look much like a starfish or crab...

It may seem innocuous but Sand Squid has always overperformed in my seamonster decks. Coral Capers -- (Budget Seamonsters) was the original with Thassa (which you've seen) but I morphed the deck into Arixmethes, Slumbering Isle (Tidal Trouble).

I had AEtherplasm in my mono-blue deck and it was quite good. Looks a bit like a jellyfish so that's a plus.

I always ran into issues where I would finally have enough ramp or Quicksilver Amulet out to do stuff but because I was open all through the early game I wouldn't have the life to realize my kraken dreams. Fog Bank , Guard Gomazoa , Gomazoa , Spiny Starfish , Wall of Kelp , and Wall of Frost are all good and on-theme, as well as helpful for Thassa's devotion.

I would suggest Skullclamp as an outlet to kill Spiny Starfish and draw cards while doing it. Not very budget, but whatcha gonna do?

Civilized Scholar  Flip is very good in the deck. loots and untaps. Jace, Vryn's Prodigy  Flip is very similar. lets you cage an extra card every time you loot, Plus if you gave haste on him, you can flip your whole deck provided you have 5 cards in your yard.

Also Spiny Starfish is a pet card of mine. regenerates in blue and can be really annoying as a chump blocker when not caged.

Giant Crab is a great way to protect against pesky removal spells. unless you want to bounce mairsil, in which case Skywing Aven is great.

finally im testing out Disruptive Pitmage it locks people out from casting spells if you have infinite flickers, but sometimes people forget that its out and tap out for a big x spell.

Lighthouse Chronologist - if you're mono blue then could be very useful as it gets you a lower CMC creature that you can easily pump up to level 7 quick lol.

Cultural Exchange is neat and fits with your Commander's theme. Not as useful since you have a bunch of high CMC creatures but... Maybe add in token generators to get yourself some smaller stuff you can spit out. For example Spiny Starfish can give you blockers.

Narwhal is kinda pointless really. Same with Killer Whale.

Cryptoplasm is a favorite of mine that would fit in - if you can't crush their creature, and you can't take their creature, copy it :D

Great stuff! I recently built a similar deck (Coral Capers -- (Budget Seamonsters)) and I adore it. I definitely feel ya on the nakedness!! I put in (gasp!) a few wall-like creatures, such as Gomazoa, Guard Gomazoa, Fog Bank, Wall of Frost, and Spiny Starfish. Walls are generally poo-poo'd in EDH for being one-dimensional and not actively helping one win but sometimes you just need a blocker or two. They help with devotion for Thassa too! So added functionality there. Wall of Tears is a good one as well.

I'm there with you on Ula's Temple. It'd be a great card if one was running 40+ creatures in a more low-to-the-ground aggro deck full of merfolk and wizards and the like, with the fatties as late-game bombs (and Quest targets) but getting the counters on is the hard part. When you do, though...
