For this specific example, no, and it's for the reason you think. When you cast Explosion of Riches, it doesn't have any targets. Its effect includes a type of triggered ability called a "reflexive trigger" which triggers from something else happening earlier in the effect. The random targets for damage dealing aren't chosen until that ability actually triggers.
A spell like Flames of the Raze-Boar or Public Execution which can affect many things but only actually "targets" one thing will get copied by Zevlor, Elturel Exile.

OK. Toooootally misread Explosion of Riches Thought it was "Discard a card, all opponents draw" Never mind! Love it!

Optimator Explosion of Riches seems good, but having cards in hand is the great struggle of this deck. Despite the awesome damage, I don't/can't toss 2-3 cards for a solid (random) burn.
