Help with Exotic Orchard

How exactly does Exotic Orchard. If I have 1 of each color land in my deck then I can produce any of those colors. and If I only have red in my deck it can only produce red?
Yes, but also if you have things like Command Tower than it can be any colour.
In the case of you only being a red deck, you could however have Exotic Orchard and if your opponent say has mana, then you're Reflecting Pool can also tap for .

I have one of each other land and then 4 mountains some other lands for my dragons. I can't use Command Tower unless i am using a commander deck right? I am trying to generate enough mana for some multi color dragons that I have in my deck which is about 90% red and 10% multi color

For Reflecting Pool, it taps for any color that a land you have on the battlefield could tap for. Some examples:
You have RP, Island, and Thornwood Falls: RP can tap for or .
You have Terramorphic Expanse and two RPs: Because the Expanse doesn't have a mana ability, RP can't tap for mana.
You have Azorius Signet, Mountain, Island, and RP: The Signet isn't a land, so RP can tap for or .

OK so it just for whats on the battlefield and not whats in my library?

Without knowing your Dragon deck, my first thought is to avoid Reflecting Pool in favor of dual lands like, depending on budget, Wind-Scarred Crag or Stomping Ground. Also, if you don't have them, check out Dragonlord's Servant and Dragonspeaker Shaman.

An interesting note on Reflecting Pool is that it doesn't care whether you can pay the costs for your other lands. So even if your Mountain is tapped, Reflecting Pool still taps for . This is important because if you have an Aether Hub then Reflecting Pool will still be able to tap for any color of mana even if you don't have any energy. Reflecting Pool also ignores restrictions on mana your other lands could produce. If you have a Unclaimed Territory then your Reflecting Pool will be able to tap for any color and you can use that mana for noncreature spells.

On the same note as Neotrup, the same applies to Vivid Crag, Vivid Marsh, and the rest. You can tap Exotic Orchard regardless of whether or not these lands even have a charge counter or not on them.
