I need some help on making a modern Sultai Control list that is planeswalker-focus.

Do you have any specific budget? Otherwise the usual suspects such as (see below) will be good, obviously.
Abrupt Decay, Fatal Push, Serum Visions, Maelstrom Pulse, Mana Leak, Thoughtseize, Tarmogoyf and Dark Confidant if you have no fear of flipping Garruk.
Without any more details it's hard to see what you want to do with the deck.

I've used Garruk, Apex Predator and he's a lot better in theory then practice and for kiora she's better when you have creatures on board. May i suggest Sorin Markov

WizardOfTheNorthernCoast - I have no specific budget. I am trying to win games with mainly planeswalkers since it is a more fun way to win in style.

Well countermagic is going to be good in this deck, I don't know the exact split up of spells, but in control thats a given. Wraths will be great because your win conditions aren't creatures so I could see a 1 or 2 of Damnation, then removal like Fatal Push and Abrupt Decay and one or two Maelstrom Pulse and the deck is starting to come together. You also probably want a split of Inquisition of Kozilek and Thoughtseize.
