Suggestions for a Budget Deck

Hello everyone, I want to build a budget deck (around70-80$ max) whose main purpose is to annoy other players. Winning is not the main point. The deck doesn't have to be just a bunch of hate cards. So it has to have his own strategy, of course taking into account the fact that we are on a budget. The deck has to be resilient enough in order not to get knocked out in early game. Other thing you have to take into account: of course i won't play against competitive/ high budget/ super optimized decks. We are talking about kitchen table magic/ having fun at your local.
I start with some suggestions as commanders:
Xantcha, Sleeper Agent Yuriko, the Tiger's Shadow Lavinia, Azorius Renegade Sen Triplets
What dou you think of these? Other Suggestions?

I built a super fun Zurgo Helmsmasher deck for like, $60 once.
I mean, it didn't cost me $60, I just put together a bunch of relevant cards I already had, but they added up to that much.
Zurgo and Worldslayer are about $1.50 together...
Worldgorger Dragon and Apocalypse are about $5.00 together...

Thank you guys for the suggestions.. However i'm looking for something that can really annoy people. For example: Xantcha, Sleeper Agent = you cast her, everyone pays 3 to inflict damage and to draw. Basically when you are given her you think about two things: 1) i hope i find some removal/bouncespell as soon as possible 2) i feel i'm 3vs1. Sen Triplets makes you hope you are not the target, and when you are you hope the opponent doesn't have the mana to cast your best cards. Lavinia, Azorius Renegade has a fantastic win condition combo that makes the match a joke. That is kind of psychological stuff i'm looking for. (Just to give an idea)
And if you are thinking about the fact that i'm a bad person, don't worry. I know it and i'm pretty happy with that.

Out of those suggestions really consider Yuriko, the Tiger's Shadow :) Her Commander ninjutsu can pack a big punch on a low budget. There's a lot of budget card options that are powerful with Yuriko. Cards with delve, emerge, split cards and miracle reveal as high CMC, but the mana costs can potentially be reduced when you actually cast them. There's also quite a few budget playable Dimir dual lands to choose from which helps the manabase not be an excessive amount of basic lands.

Check out the mana base. They have alot of articles for 20-40$ commanders. A few I remember were Selenia, Dark Angel , Shu Yun, the Silent Tempest , and Edric, Spymaster of Trest . As for a suggestion of my own Alesha, Who Smiles at Death can be relatively cheap, and if you want annoying make it a "everybody discard/sacrifice" deck with things like Miasmic Mummy and Fleshbag Marauder types.
