Making a new deck

So looking at making a new deck based around casting instants that benefit any targeted creature or other permanent/player. Things like Tainted Strike to cast on either my own things at the right time or more likely on a creature another player controls that isn't attacking me.
I'm not sure about the color identity or for that matter who the commander should even be.... I'm open to any suggestions. At this point I was half thinking about Ramos, Dragon Engine since he provides a threat, mana, and 5-color identity.
Black provides some cool things like the above mentioned player killing card.
Green and red have tons and tons of cards that provide temporary buffs.
Blue has cards that support instants.
White has some interesting protection effects.
Really other than wanting to make it an instant speed huggy deck to 'help' players that fall behind in the game I'm at a bit of a loss on the idea...

Hhhmm... If you want a sort of Group Huggy deck, try Fertilid , because that totally helps people who are mana-screwed and have lots of political value. Or, if someone the two most powerful players have made an alliance to kill the other two first, maybe (if you have a ton of mana) use Villainous Wealth to steal their stuff (make you a bigger target than the other player who's behind) and then let them rebuild. Another weird card is Helix Pinnacle which will basically win you the game if left unchecked. A good card to help someone who's flooded with mana but dosen't have much creatures on the board is Noyan Dar, Roil Shaper because you can target someone else's land and make creatures for some interesting political stuff (though turning lands into creatures is real risky).

Two things: If you want to stick 5-color, I'd be tempted to add cards like Pestilent Spirit and Soulfire Grand Master . Seems like a fun wrinkle.
Two, might be fun to use with the suite of cards that encourage attacking, but not you. ( Assault Suit , the 'Vow' cycle, etc.) I know that's getting away from the theme a little bit.

Thanks for your thoughts guys.
I think I'm going to go with Shu Yun, the Silent Tempest at the suggestion of a friend of mine. Seems like a perfect fit for the idea.

What about cards like Master of Cruelties , Ebonblade Reaper , and Raving Dead . Best used with Alesha, Who Smiles at Death mind you... your tainted strike fits in here too though. You could try a political version.
