Ultrabudget Minotaur tribal/devotion aggro.

Overwhelm with horned beasts, made cheaper to throw down by Ragemonger and buffed by each other ( Kragma Warcaller , Rageblood Shaman) and Thunderous Might .

Hammer through some more damage with Messenger's Speed and Titan's Strength.

Control the later game with Flurry of Horns and Obelisk of Urd, the latter of which should be easy to cast given the number of 'taurs in play.

Deal big damage with Fanatic of Mogis.

Tribal has never been good in Standard, save for Soldiers in the RTR-M15 Standard times...

Unfortunately Flurry of Horns is too slow to work in the aggro build you want it to look like. It would be too slow. If you wanted an aggro Red, you should've gone with Rabble Red. Thunderous Might is not used in Rabble because it allows the opponent to trade two-for-one, and in the slow midrange format we're in, where there's so much removal, it just won't work. It's not too devotion, either, since you don't have Nykthos, and Most of your units only account for one devotion.

This isn't midrange either, because you don't have a particularly good midrange threat in the deck.

First, it's Casual - so I don't care about it winning any FNMs.

Second, it's Budget - one Rabblemaster costs almost as much as the rest of the deck.

Nykthos is a good idea, but it's $4 a pop. I'd like to keep this under $20, maybe $25, because I intend to build one of each colour.

You should give 1 and 2-drops a shot! Gnarled Scarhide (if you wanna add black, which I think you might) and Deathbellow Raider are both good ideas. Though if you wanna go really old-school and stay mono-red maybe an Anaba Ancestor will do the trick.

As mentioned you might want to think about adding black given that you are missing out on three of the budget minotaur lords from Theros. I.e. Felhide Petrifier , Ragemonger and Kragma Warcaller .

Damn. I really want to add black. Before I started building this I wanted a set of five budget mono-coloured decks in Standard. If I can add those (awesome) suggestions in and fix the mana such that the total price remains under $20, I'll be very happy.

If you want to build a pretty competetive budget red deck I think you could try this: Denis Ulanov: Rabble Red (Budget Tweak)

Adding some cheap red/black fixing shouldn't be that much of a problem to tho. Bloodfell Caves would be decent I think!
