Here are a few suggestions that hopefully will help you out a little. First, Sulfur Falls is better than Izzet Guildgate , and Searing Spear is more versatile than Thunderbolt since it can hit any creature and not just the ones with flying. You don't need to play 4 Epic Experiment . I'd only run 2, and make the other 2 Cyclonic Rift .
As for creatures, Hypersonic Dragon is not doing that much for you other than being a 4/4 haste flyer for 5 cmc (maybe that's what you wanted it for though?). Like Exzist said, Goblin Electromancer would help you achieve your win condition sooner (I'm assuming your main win con is Guttersnipe damage with or without Experiment triggers, followed by drake token beats). I also feel like you should have one or two fewer Talrand, Sky Summoner because it's a legendary creature. Perhaps that would make room for more burn/removal spells like Brimstone Volley or Pillar of Flame . Both of those are also versatile spells because they can go to your opponent's dome or to any creature, and will trigger Guttersnipe for even more direct damage.
Also, I feel like your deck is set up to be aggressive. Syncopate doesn't fit that strategy. I understand why it's there, but I feel like it should be a sideboard card and replaced with cards like Volley or Pillar as well. This would keep you more aggressive and be able to keep on pressuring your opponent with Guttersnipe on the field.
