Plenty of little slivers, a little card draw to build the swarm, most expensive card is Serum Visions at $2.

Because the powerful lands are pricey, I wanted to cut down colors as much as possible:
-Green for 2 mana, 2 +1/+1
-White for a +1/+1, a flanker (low man on the pole, but is only a one drop), vigilance (also a 2/2 base for 2 cmc), and double-strike to really get things in gear
-Blue for flying and card draw
Red is strong but hefty cmc, black has a couple interesting options but I think not enough to try and squeeze in another color. On that topic, I feel like the mana works out really well considering. Manaweft Sliver and Gemhide Sliver are great, Unknown Shores comes in handy and even if I get stuck with 3 of them they work out, and no card costs more than 1 of any given color. I'm most torn about Temple of Mystery, it slows me down a little but adding the scry effect has me lean its way over e.g. Seaside Citadel or Yavimaya Coast. Breeding Pool I also like less and it doesn't fit the budget.
I am psyched to get any feedback, especially about the lands!
