Baral, Chief of Compliance provided a strong option for creating a standard-generation control deck that prioritizes counter spells, and which can effectively display the potential of Dynavolt Tower. A mono-blue burn deck is a bit out-of-character, but by combining Dynavolt Tower with Mechanized Production, and capitalizing on the potent early-game blue defensive creatures, this deck concept struck a real chord with me.
