Update #2: New win-cons, and more evasion —Oct. 11, 2017
After some more games it has become apparent that my deck relies too heavily on my opponents beating each other down, which is an issue in my local meta. There are a ton of artifact and control decks out there mixed in with creature decks that don't rely heavily on creatures to win their games. As a result, I realized I needed to make my deck more able to close out games on its own through drawing quickly into it's win-cons. I also realized my deck was too unfocused. I made some changes to streamline the deck and added some finishers:
New Arrivals
Wonder - Global flying buff and can easily be pitched with Smuggler's Copter
Mask of Riddles - Fear and card draw, exactly what this deck wants
Thopter Spy Network - Evasive flyer producer that also grant me additional card draw when they connect. I am not sure why I hadn't included it prior.
Empyrial Plate - I usually have a lot of cards in hand so this should easily buff my little creatures considerably.
Talisman of Dominance - For some reason, this deck has really struggled with its mana base even though I feel it is constructed pretty well. The Talisman is a good T2 play that I hope helps resolve this issue.
Diabolic Tutor - There are a ton of better tutors out there, but I don't happen to own any of them. I am replacing Fabricate
with this tutor since I don't have a ton of really powerful artifacts to go find.
And last but not least, one of my pet cards: Phage the Untouchable. Yes she is a massive double-edge sword (I'll need to be very careful around flicker decks) but oh does she end games fast with all of the evasion this deck packs.
I am also considering the addition of Massacre Wurm
or Rootwater Thief, but not sure if they are worthwhile.

Brainstorm - pretty lack-luster in commander
Dimir-doppleganger - really never did much
War Tax - Interesting political card, but Propaganda and No Mercy are soooo much better
Sword of Feast and Famine - This was a tough cut, but I took it out because I really wanted to try out Empyrial Plate and my voltron deck Go Voltron Force! had a greater need for the sword. If I ever acquire a second version of this sword or if I find another card is underperforming I will definitely consider adding it back into the deck.
Vow of Flight and Psychosis Crawler - These two were just very bad cards in my deck.
