Now what's left for me to complete this deck are 3x Chain Lightning. They will be mine, oh yes, they will be mine...

You might consider some Vexing Devil s. I haven't actually seen how they play in RDW yet, but they seem pretty good. I dunno.
Like somebody else mentioned, I'd up the Barbarian Ring count to 4. They may not work well with Grim Lavamancer , but hey, all you've got in those slots now are Mountains, right? Why not?
I might also check out Kargan Dragonlord over Figure of Destiny . It's an overall investment of less mana to get him to his highest level, and it can be paid over time, and he gets evasion earlier on.

I LOVE Vexing Devil !!! Lose 4 life to make me sac it or I swing next turn for 4...hmmm. LOL I don't have any, but would like a playset of those AND Goblin Guide . 4x of each would run me around $40.00... I'm willing to invest in those cards, as they have lots of value. Plus Vexing Devil will be in Standard for awhile too.
The only issue I have with 4x Barbarian Ring is the amount of life being lost from them and my fetch lands (fuel for Lavamancer]]. I could playtest with 4 though and see how it goes.
Kargan Dragonlord . Huh. Never considered that card. I like that Figure of Destiny is a 1 CMC, but I've only gotten it to the 8/8 flying once. Do you think Kargan Dragonlord is worth the mana investment? I could drop it turn 2, then turn 4 swing for 4... hmm.
What do you think about the lone Koth of the Hammer ? I question him being there.

Koth of the Hammer is moreso for the long game. Shrine of Burning Rage is for the even longer game.
Also, judging from some of your cards and their counts, you're building this based off a Fire and Lightning premium deck, am i right?

@ Sam_I_am
I thought so for Koth...still on the fence with him. I like the Shrine of Burning Rage , but wonder if it's too slow for Legacy. I can pop it turn 5-6 for the win, but wonder if I can add anything better within budget, like Brimstone Volley . Even Infernal Plunge on my 2nd Main Phase. Sac a Hellspark Elemental , Ball Lightning , etc. and gain 3 mana.
Lol... yep. I picked up the deck Fire and Lightning. I dug all the foils and it came with some pretty neat cards, ala Chain Lightning and Grim Lavamancer .
I'm trying to tweak it to be competitive and budget friendly.

Infernal Plunge + Ball Lightning + Brimstone Volley is evil lol. Even Ball Lightning + Fling ...

Good lord, this is just evil. I would highly recommend Browbeat though, just because your opponent either takes 5 damage or lets you draw more burn spells. I would also consider Firebolt just because it has a flashback cost as well, which i think could come in handy.

I have 1x Browbeat and have considered more. For card draw I have 2x Reforge the Soul (usually for Miracle cost of course) to generate some wicked card draw AND card advantage. If it does go to turn 5, Reforge the Soul lets me dig for the win ala Fireblast and what not.
Firebolt seems weak. The Flashback is cool, but I need more Lava Spike , Chain Lightning , Rift Bolt , etc. Believe me, EVERY point of damage counts in this deck, which is why I'd like each spell to do 3 damage or more for as little as possible.
I have considered adding 4x Lotus Petal to the deck, but I wonder what I would take out and if I would gain any momentum by doing so without card draw.

Haha, no problem!
Last suggestion though: How about card:Hell's Thunder?

card:Hell's Thunder would be a great replacement for card:Chandra's Phoenix! But, I'm planning on taking the Phoenix out for Goblin Guide once I acquire 3x more.
The cheaper the converted mana cost, the better. AND the more bang for my buck, so to speak.
