Btw, I've seen this format elsewhere in the interwebs and it's generally referred to as Planeswaker EDH. If you can think up a fancy nickname for it that's great, but most people will understand what you're saying if you refer to it as that.

I say commander decks cause it will give you access to things like Primal Vigor which is good but not as broken as say Doubling Season and allows you access to the "commanders" they printed like Skullbriar, the Walking Grave and without being able to recast them from the command zone they will be allot less devastating

Yea Sorin Markov is a good one to not allow as commander, fine MD but not commander

I'm making a Tezzeret, Agent of Bolas for a commander.

Also there is the fact that there are no 3+Color plainswalkers this will limit the cards available to any one deck dramatically

This will be fun endeavor creating a new format again (me and my friends played EDH 14 years ago but we only used 60 cards still and didn't have the "command zone" but I think some one took our ideas and created what we know today)

I feel like it should have a more defined goal before getting into specific one-of cards for it. so creature swarm is what it seems to want, selesnya weenies leaves tokens, soldiers, or an elves with white splash going on. from lorwyn on all of those have decent options but tokens lose some of their steam without some of the cards from pre-walker era magic.

I would think soldiers with a little aside of tokens would be good to include, things like Hero of Bladehold with elspeths, knight-captain of eos as mentioned above, and some other soldier guys Precinct Captain , Captain of the Watch , and green for some big finishers, Craterhoof Behemoth and Overrun come to mind for that. Primeval Titan and Vorinclex, Voice of Hunger gives you serious mana advantage. in these colors, probably both are better than a karametra would be.

And that's another thing about commander decks they have Command Tower and Opal Palace but like I said NO REPRINTS ie Sol Ring

ya, the land base is very much better with Command Tower and Opal Palace included. at the very least any cards that reference the command zone specifically should be included

I don't really feel like we should include Command Tower and Opal Palace , because they weren't printed in the legal sets for this format. I understand why you would want to though. =)
