Can you help me make this deck more stable (discard hand)? I can do almost nothing in late phase of the games. I also want to play combo Exquisite Blood + Sanguine Bond .Thank you very much for help
Truth be told, no competitive Modern deck would ever play that combo. It's slow, and the pieces do nothing on their own.

The Rack and Shrieking Affliction will both kill your opponents long before you even get Exquisite Blood + Sanguine Bond up and running.
Here is a budget 8-Rack list that can be built for under $60 USD. I'd replace Stupor, however, with Unburden.
I also like that you're playing Torment of Hailfire. You can really ruin someone's day with that mid to late game when it can be cast for a large X.
Other stuff to think about would be Pack Rat and Languish. Pack Rat is also really good with Mutavault. Smallpox is great in a control and midrange heavy meta.
If you get a larger budget or can trade for cards, Thoughtseize and Inquisition of Kozilek (like others have mentioned) are both really good. Ensnaring Bridge is another. Liliana of the Veil, Urborg, Tomb of Yawgmoth, and Dark Confidant are probably the other options that I can think of off the top of my head.

If all of those cards are actually in your deck, you need to trim a lot in order to get to the 60 cards that will make your deck most efficient. As for the strategy... a deck trying to do similar things exist, it's called 8-Rack. Here's a link to a discussion thread involving the deck.
