This is actually three questions.

1) Can you have multiple legendary creatures in a Commander/EDH deck? I'm thinking of running Nin, the Pain Artist , Niv-Mizzet, the Firemind , Niv-Mizzet, Dracogenius , Jhoira of the Ghitu and Tibor and Lumia in an Izzet deck.

2) How many lands is a good number for a two colour Commander/EDH deck?

3) Can someone tell me some good shocklands / Dual lands that produce both red and blue mana?

1: you can have a 99 deck of different legendary creatures and a legendary general, but there can only be one commander per game (and most tournaments force you to stick with the commander you choose for your deck when you start it).

2: 36-40 land is generally a good idea for any edh deck (from my experience no edh deck should ever go below 36 land as you don't want to be someone who seems like they'd get blown out by some small land hate)

3: I'll do my best to list dual lands: Volcanic Island Steam Vents Sulfur Falls ... ok brain is burned out from pre-release after pre-release (where I happened to open a foil Steam Vents

So rules questions are usually better posted on the MTG Q&A section but no matter.

  1. Yes, actually some decks run almost exclusively legendary cards (see Captain Sisay ) so long as you only have one copy of each card. So for example if you have Niv-Mizzet, the Firemind as a commander, you cant have one in the deck, although you can still have Niv-Mizzet, Dracogenius in the deck.
  2. Depends on the deck, usually between 36 (if your playing with a lot of mana ramp and cheap spells) and 44 (if your playing with more expensive spells and a slower deck style). 40 lands is usually a good amount and you can adjust it from there.

also make sure you include Tandem Lookout in the deck as pairing him with Niv-Mizzet, the Firemind happens to be a infinite damage combo, although you probably want Niv-Mizzet, the Firemind as your commander if you do go that route as you can easily deck yourself

For the lands there is also Chromatic Lantern to consider. It lets all of your lands and itself tap for any color.

if you go the niv-mizzet combo route ( which i suggest you dont), Mind Over Matter works with both niv-mizzets (the dracogenius also needs Izzet Boilerworks )

I'm having some trouble with the Ophidian Eye + Niv-Mizzet, the Firemind combo. I keep drawing my entire library so I'm thinking using a Griptide or Grasp of Phantoms on it once I've drawn enough cards. Of course, this means that I lose Ophidian Eye . Thoughts?
