A lot of good ideas here; this is actually very similar to my Devotion to Masters deck, though my curve tops out at 4 and thus it's more aggro.
One thing I will say for this deck is that you'll probably want ramp of some sort so you aren't depending on hitting every land drop to get to 5 or 6 mana; otherwise, you need to up the lands to 24 or 25. Unfortunately, Devotion to Blue isn't ideal for that job, but you can always go with Nykthos, Shrine to Nyx . I feel like you could get away with Sylvan Caryatid here despite the lack of Blue devotion since it provides a solid defender as well while your evasive flyers do some early work. Also, Simic Keyrune is a solid sideboard for control matchups.
One other card I've been surprised by in my deck is Zameck Guildmage . I've never been a huge fan of his, but he is really in his zone in this kind of deck. The obvious application is his Biomancer-like synergy with Master of Waves that's even harder to stop since they can't kill him in response, but he also helps you find your win cons with the card advantage he provides and can turn late topdecks like Judge's Familiar into decent threats.
The only card I'm not a huge fan of is Simic Manipulator , and 4 copies seems especially heavy for a card that is a dead draw in many matchups. Also, 3 Bidents is probably a little much for a Legendary noncreature permanent. You could always add in a Jace of some sort (the ridiculously expensive Jace, Architect of Thought or more budget-friendly Jace, Memory Adept ) if you want some card advantage that provides Devotion.
