Welcome the whole new version!! A control-mill-aggro deck...stuff.
Well, i thought about phenax a lot, but it seems to cost too much in cmc for this deck.

He is high cost, but his ability to enable all creatures to mill, at least in my opinion, is worth it. Phenax is one of those cards that I'll bend my curve restriction for, since he can turn your creatures into mill bombs

Not compared to creatures including Arcanis the Omnipotent and Body Double

You know, for a mana cost as high as Mirko Vosk, Mind Drinker , it has to either hurt a lot or have a REALLY good effect, two things he is missing, his effect is possible with Mind Funeral , card i'm seeking to add.

i liked the deck. then i read the comment thread and lol'd even more. excellent :D
im a little confused about Arcanis the Omnipotent - his cmc is astronomical. have you considered Dimir Doppelganger ?

No I haven't, but i don't find much interest in it since my cards gain power from graveyards, also, I'm thinking about siding Arcanis the Omnipotent and replacing it by another Mythic or rare card that is good enough, but not Mirko Vosk, Mind Drinker

Drop Mind Rot for something like Breaking or Tome Scour if breaking is too expensive. Drop Ultimate Price for the extra 2 of Breaking or Tome Scour
Mesmeric Orb is worth a look as is Mindcrank due to your fliers and Altar of the Brood might work due to higher creature numbers
Nephalia Drownyard if you're feeling daring with your lands
And drop a Pithing Needle in your sideboard
Sorry if any of these aren't budget

Phenax, God of Deception has an interesting combination with Consuming Aberration.
