This is my first attempt at making a competitive deck on a budget without netdecking. The goal is to flood the board with as many artifacts as you can as fast as you can, and swing with a pumped up Master of Etherium. Alternatively you can attach Cranial Plating to any target and swing for the win.
Once you have two copies of either
Etherium Sculptor
or Foundry Inspector, ever two drop artifact is free. Most of the two drops have an enter the battlefield effect, allowing you to take advantage of
Esperzoa
's "disadvantage" and replaying those artifacts you bounce every turn for free. Draw two cards per turn with Ichor Wellspring, make a free servo with Servo Schematic. or ensure your land drop with Mycosynth Wellspring.
With the loads of free artifacts floating around, Metalwork Colossus is easy to get down. If the opponent sends it to the graveyard, you can use it's second ability and target the above mentioned artifacts, which have the same effect if going to the graveyard from play!
Echoing Truth is to deal with anything on the board preventing you from swinging for game (Ensnaring Bridge for example), or in a pinch letting you pick up a bunch of two drops so you can replay them immediately.

Inventors' Fair
tutors the colossus, Academy Ruins gets back the creature that was just killed, and Thopter Spy Network provides chump blockers for days.

In the opening hand you ideally want 2 lands, 2 artifact cost reduction creatures, and some 2-drop "cantrips". This will start you on your card advantage engine starting turn 3.
