Gameplan

Give the opponent a Sleeper Agent and enchant it with all sorts of things.
Sleeper Agent + Stab Wound is the dream combo. Add in Curiosity + Vampiric Link for even more value off of it.
Endless Whispers makes it so Sleeper Agent comes back to us whenever it's sacked or destroyed, which then we gift to the opponent again. Secret tech is Bontu's Last Reckoning + Endless Whispers which literally turns the tables.
Rush of Ice + Blustersquall + Sleep Paralysis + Pacification Array to keep things from attacking us.
Netherborn Phalanx deals 1 for every creature the opponent controls (even creatureless decks will). Can search for Enslave, which can possibly get us a nice blocker and extra damage every turn.

Maybeboard

Akroan Horse seems like a very good addition as it's +1 on Netherborn Phalanx and it gets us blockers, but I'm not sure if it's worth the mana.
Sleep is just a worse Blundersquall right? But perhaps 8 of those could help, idk.
Trespasser's Curse maybe has good synergy with Sleeper Agent.

I considered going white instead of blue, but I think that tapping works better than pacifying, plus we can use Curiosity
