Grixis delver deck

I don't want this deck to get over $80. I've gotten some advice from some people but i really want to know what you guys think. http://tappedout.net/mtg-decks/06-11-16-budget-grixis-delver/

Anyway, moving on to the deck itself; I would drop the Goblin Dark-Dwellers not because getting a spell back for free is bad; but Dwellers is just not as good as Snapcaster Mage.
Next I would put in another Young Pyromancer or Gurmag Angler. Reason for this Delver decks try to get Angler, Delver flip or Tasigur on the board turn 2-3 and then keep them their till they win us the game.
As for the spells you have seeing how you're going the Young Pyromancer route then I guess it is fine. Although to me I would go the more counter road then spot removal.

I am building a Grixis Delver Deck as well on a budget. I have some of the pieces that I had from Khans (commons and uncommons mostly) and I need to buy some singles, what do you recommend me to put in this deck to make it competitive on a budget?

"Grixis Delver" and "budget" aren't compatible.
You need fetches alone to fuel Tasigur, the Golden Fang, and Gurmag Angler.
Then you have the other cards. Kolaghan's Command is what makes Grixis viable. Snapcaster Mage and Jace, Vryn's Prodigy Flip dramatically improve the deck's power. Even the commons/uncommons in the deck are $2 or more. Remand, Serum Visions, Terminate, etc.
I wouldn't build Grixis Delver or Control at all without having at least $1,000 to spend.
You'll go a lot farther if you stick to U/B or U/R, as others have said already. While you'll hurt from not having Scalding Tarns or Polluted Deltas, you can also get really far playing Thought Scour and Gitaxian Probes to set up turn 2 or 3 delve cards or fuel Young Pyromancer.

If you want to be under $80, stick to UR delver. Grixis requires a manabase, and that alone will be well over your budget. UR delver or UR Thing in the Ice + Kiln Fiend can be done for much cheaper.
