Need some help finishing Scarecrow Deck.

So, I have compiled a list of about 150 cards for my Reaper King Commander Deck. I just need some help putting it together and with other cards (primarily lands) I should use. The links to the prototypes are below.

Well, the first thing that immediately jumps out at me is your land list. 27 lands is far far too low. Idk if it's still under development but you need at most, 10 more lands.
You should also be running most if not all of the lands that tap for any color:
Are some that I can think of.

I have a Reaper King deck myself, and while its not the best deck in my collection, it sure is fun to play. It revolves around abusing shapeshifters (I see you have some as well) and other cards that buff certain creature types (which dosen't matter) or other effects. Its also nice because if an opponent messes with your deck/library they can get something that is almost useless with what they're playing.
Some suggestions:
I don't see the point of the planeswalkers (other than Venser because he is just plain fun in any situation) other than playing with artifacts which is not the point of a Reaper King deck when you want to use his effect to control your opponents board. That being said, anything else that plays with artifacts (eg. Unwinding Clock (even tho its good to untap your mana rocks), Master Transmuter (it is fun to cheat stuff in) etc.) should be gone. If you're going to run a few rocks in your deck, you should have no issue with mana that you don't need excess cards.
While, yes, scarecrows are the point of using Reaper King, you'll get much better use out of creatures if they're shapeshifters (eg. Wicker Witch, Field Creeper (vanillas?), Heap Doll, etc.) that have all types instead of focusing on certain ones that wont have interactions with other cards (shapeshifters can use your opponents buffs too).

A quick question... will using Mirror Gallery allow me to use my copy abilities on my Reaper King, thus generating a twice or more times effective kill engine?

Yes, Mirror Gallery will allow you to make copies of Reaper King without issue and copy his effects. You WILL draw alot of hate from the board tho (unless in a 1v1). Also, a quick google search netted THIS which may be useful to you.
No, an "Artifact" is a card type as is "Creature." A creature type is Soldier, Faerie, etc.

I just realized what the new Innistrad zombie cards will do to this deck. Think Graf Harvest and Endless Ranks of the Dead.

If you focused on shapeshifters (so you have guaranteed zombie creature type), sure, but Reaper King is an enter the battlefield effect which means any creature not a scarecrow as it comes into play does not trigger him. Unless i'm wrong (which I very well could be) the stack would be: creature (non-scarecrow) is played -> resolve -> ETB effects are checked (triggering Reaper King) -> nothing happens because creature is non-scarecrow -> creature is new type based on Xenograft because it is now a permanent under your control

My fault, Static abilities apply before Triggered abilities so Xenograft applies before Reaper King is checked. Hello Endless Ranks of the Dead to my deck

Conspiracy (and Xenograft for that matter) have a static ability that always functions, is always true. For Conspiracy, it means that your creature cards will always be the chosen creature type, regardless of the zone. For Xenograft, it's essentially the same but only applies to creature permanents you control. The instant a creature comes into play under your control, Xenograft applies to it. This happens before Reaper King's ability even triggers.
There is a scenario where certain creatures you control will have multiple creature types even with Conspiracy in play, but that is uncommon and involves layers and timestamps.
