looking for a inexpensive blue modern or standard deck

title says it all, i recently got 2 2015 core sets from a friend and a deck builder (on top of the one I had and a fate reforged deck builder). Soo now I have A LOT of cards and could probably build some decks no prob, but I suck at deck building, sooo yea, HALP!

First, you want to know what kind of a deck you want to build. For blue, it will most likely be a control or tempo style of deck. That being said, there is a small niche in aggro in the form of Fish/Merfolk.

Then, once you understand what you want to do, build your deck accordingly. The idea of deck building is to build around how you want to end the game. By that, I do not mean "Attack!" or "Control the opponent". I mean something more narrow like "I want to use Scry Effects to see up Quest for Ula's Temple so I can get sea monsters for free then close out the game with one or two big attacks from that one guy" or "I will cast a bunch of dudes that make dudes then play Beastmaster Ascension to make them bigger after one to two attack runs with maybe an Overrun."

That is a good place to start in my opinion. See what you have and tinker.

In terms of a deck that is competitive and cheap for Modern (<$200) U Tron is the pick and is really fun (from what I've heard) to play.

Define inexpensive, because an inexpensive modern deck is probably still around $150-$200 range. That being said,the only recognized blue deck in modern is probably merfolk which will at least cost you $400. If you're building mono-U tron, chances are, you'll be asking yourself why didn't you just go RG Tron and skimp on the Grove of the Burnwillows.

If you're looking to build your deck from the deckbuilder's toolkit and core set, chances are you wouldn't really have much stuff to get into competitive play yet. If forking out $150-$200 is alright with you, i could link you a homebrew, but honestly there would be better ways to spend your money :/

If you're not looking for competitive decks and just want to use the cards you already have or maybe just a little investment, I've found an interesting option is to use the deck builder search on this site searching for 1 of the key cards you want to use (a really cool rare you got) along with some limiters, and then see what other people are using it in.

Example: I got an Oona, Queen of the Fae, but I don't play black, so I looked for mono-blue decks that used it and found a mono-blue moonfolk mill deck that is a lot of fun to play. I had many of the cards, and was able to trade/buy the rest for around $20. I'm not taking it to FNM, but in my casual group, I don't often lose with it.

thanks for the feedback, I build ultra budget, ($10 to roughly $40). I built this deck last night from what I have, let me know what you think. My main goal with this deck is to focus on getting rid of the opponent's deck, while keeping them from using their creatures on the field, and if I can't get rid of their deck, then I make it so my creatures have slim chances of being blocked, and stack on the power.

"ultra-budget", "blue" and "Modern" don't really play nicely together. As mentioned, the "cheap" blue decks that actually hold up in the format are mono-U Tron and Fish. Tron is less powerful, but more affordable and definitely more the style you seem to be after.

Now isn't a terrible time to get into those; some of the Tron stuff has become a little more affordable due to reprints, and Fish has gotten a lot more powerful lately. But they will be an investment. Modern is a cheaper format than Standard in the long-term because your deck doesn't rotate, but the cost to start playing it is high.
