Deck: Budget Splinter Twin I want to be under $300. I mainly need help with the manabase but I really want to know. Is this deck useable, or is it just absolute trash.

ducttapedeckbox should I run Kiki-Jiki, Mirror Breaker in this deck. He is taking up $20 but I am not sure.

It'll be hard balancing your counters as there aren't replacements for Remand or Cryptic. Mana Leak, Spell Snare, and possibly Delay might do, but you'll probably want a few cantrips in addition to a set of Serum Visions.

ducttapedeckbox I have Cryptic Command, Izzet Charm, Peek, Telling Time, Gitaxian Probe and Serum Visions for cantrips. As for counterspells I have 18 of them.

I wouldn't run Peek, just run more Probes.
Nice that you have room in your budget for Cryptic.

ducttapedeckbox Well I'm running a budget so I only have one cryptic but I guess its better than none. As far as the Peek's go I am going to keep them because they're very budget and the money aspect of this is giving me a headache.

If you're set on this, stick to UR so it doesn't complicate your land base. You'll want four Steam Vents and maybe a Breeding Pool or two in case you SB Ancient Grudge. Flooded Strand can fetch those which cuts cost over Tarns. Fill the rest with basics and maybe Sulfur Falls and a Desolate Lighthouse. About $150 for that, plus another $80 for Twins, leaves you with $70 for the rest of the deck. Not sure if this'll work, but that's my two cents on what's necessary for a consistent land base. You could do without the green which would save some.
