Simic commander for Spirit Tribal

I was flipping through random cards on Gatherer, and was inspired to make an EDH deck with Kamigawa spirits/Arcane matters cards. I'm always looking for budget and off-the-wall builds, and so I went with U/G spirits. The biggest problem is, I'm not sure who to have at the helm. I was thinking either Rashmi, Eternities Crafter or Momir Vig, Simic Visionary since both of them are just goodstuff that give me some card advantage when I cast creatures. Am I overlooking another Simic legendary, or which of these two should I run for function or flavor reasons? (I'm not going to run Edric, Spymaster of Trest because my LGS has a few Edric decks, so he will usually end up hurting me more than helping by keeping the heat off of me)

Have you considered Bant Spirits at all instead? You get access to fun cards like Drogskol Captain, as well as far more of the Kamigawa spirits. I have a Budget Bant Spirits deck if you'd like some suggestions: Spirits - Budget Commander.

For simic I landed on Rashmi, Eternities Crafter. I played Kruphix, God of Horizons first before she was printed; and I've seen Prime Speaker Zegana (and recently Tishana, Voice of Thunder) used for infinite shenanigans. The #1 is Thrasios, Triton Hero

Bant def does add value like Selfless Spirit, Drogskol Reaver, and removal/boardwipes. Also $$ value for mana fixing. You could go partners. It all sounds fun tho

Rashmi flavor would be pulling spirits from the eternities ;D

I've been tossing around what guild/shard to make the deck, I figured 2 color would be cheaper to put together than 3 color. I actually have several rough decks mocked up with Azorius, Simic, Bant, and Sultai colors (this is one of my favorite stages of the brewing process). I might go Bant because of all the awesome pieces in , but something about Simic spirits really called to me, but I don't have any decks in or , which is one of the reasons I put up this question.

Ideally, of course, it'd be a Simic Spirit...since those don't exist, I might suggest Rashmi. She is INSANE value with minor deckbuilding concessions like Future Sight or Descendant of Soramaro (very in-theme here). And you can use instant-speed Arcane stuff to double the value on your opponent's turn.

As a random side note, last weekend my brother untapped with Rashmi and Future Sight up, and I had exactly one turn to avert disaster helming Oloro. In desperation, I played Enigma Sphinx...only to turn up Saheeli's Artistry...I was totally channeling the heart of the cards, I think.
